1968-16Bi11 No. 1968-16 CHARTER AMENDMENT ORDINANCE N0. 1 An Ordinance Amending the City Charter of the City of Richfield CITY OF RICHFIELD DOES ORDAIN: The city charter of the City of Richfield, adopted November 3, 1964, is hereby amended in the following respects: (1) The following subdivisions of Section 7.12 of the city charter are renumbered as follows: Subdivision 5 thereof is renumbered Subdivision 6. Subdivision 6 thereof is renumbered Subdivision 7. (2) Anew paragraph, numbered Subdivision 5, sha11 be added to such Section 7.12, after Subdivision 4 thereof, providing as follows: "Sub. 5. Discretionary Fund. A discretionary fund is established for payment of reasonable and necessary expenses, not otherwise payable by the city, incurred by the mayor and councilmen for the benefit of the city and its people. Appro- priations to and expenditures from this fund shall not exceed $500 per year. (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class matter in its local post-office. (5) Said newspaper purports to serve the City of Richfield in the County of Hennepin and it has its known office of issue in the City of Bloomington in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and main- tained by the managing officer or persons in its employ and subject to his direction and con- trol during all such regular business hours and devoted exclusively during such regular 'Hess hours to the business of the newspaper and business related' thereto. (8) 'Said news- r files a copy of each issue immediately with the State Historical Sodety. (7) Said news- has complied with all the foregoing conditions for at least two years greceding the day ates of publication mentioned below.
