1973-08Bill 1973-8 AMENDMENT TO CHAPTER XII, PART III, OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD CITY OF RICHFIELD DOES ORDAIN: The following section shall be added to Chapter XII, Part III, of the ~. -~ ;~..~ ordinance code of the City of Richfield, Minnesota, after Section 12.~ thereof: "12.~ 3. JOINT POLICE AND FIRE CIVIL SERVICE COMMISSION. Subdivision 1. Single Commission Created. The police civil service commission and the fire civil service commission of the city are combined to form a single commission. Subd. 2. Duties. Such single commission shall serve as both police civil service commission and firemen`s civil service commission for the city. Subd. 3. Membership. The joint commission shall consist of three members appointed in the same manner, for the same terms, and with the same qualifi- cations as a police civil service commission under Minnesota Statutes, Section 419.01 to 419.18. To accomplish a transition, however, all members of the two former commissions whose terms have not expired are members of the joint com- mission and shall continue to serve as members of the joint commission for the remainder of the terms for which they were originally appointed. Terms of commissioners shall be for three years commencing on February 1 of the year of appointment. One term shall commence in 1974 and one in each year thereafter. The commission shall have four members until February 1, 1974 and three members thereafter." (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted to news oP local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements. (4) Saida newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class matter in its local post-office. (5) Said newspaper purports to serve the City of Richfield in the County of Hennepin and it has its known office of sue in the City of Bloomington in said county, established and open during its regular business urs for the gathering of news, sale of advertisements and sale of subscriptions and main- ined by the managing officer or persons in its employ and subject to his direction and con- ol during all such regular business hours and devoted exclusively during such regular usiness hours to the business of the newspaper and business related thereto. (6) Said news- paper files a copy of each issue immediately with the State Historical Society. (?) Said news- paper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below.
