1973-01Bill 1973-1 AMENDMENT TO APPENDIX C, SECTIONS 3 AND 4, OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD, MINNESOTA CITY OF RICHFIELD DOES ORDAIN: Appendix C, Sections 3 and 4, of the ordinance code of the City of Richfield, Minnesota, defining the multiple dwelling and general commercial districts of the city, under Chapter III, Part IV, Section 3.28, Subdivision 2 of such code is hereby amended in the following respect: A new paragraph (120) shall be added to said Section 4, after paragraph (119) thereof, reading as follows: "(120) The area lying between 77th Street and Interstate Highway ~~494 frontage road and between Chicago Avenue and the centerline of Elliot Avenue extended." Paragraph (56) of said Section 3 is amended to read as follows: "(56) That area lying between the center line of 78th and 77th Streets and between the East line of Ranft's Addition and the center line of 11th Avenue extended, except that part thereof lying between Chicago Avenue and 11th Avenue extended. _rnd7 That area lying between the center lines of 78th and 77th Streets, and between 12th Avenue and Cedar Avenue, and the East 185 feet of the South 135 feet of that area lying between 77th and 78th Street, and between the center line of 11th Avenue extended and the West line of 12th Avenue. (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average o! at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second-class matter in its local post-office. (5) Said newspaper purports to serve the City of Richfield in the County of Hennepin and it has its known office of ssue to the City of Bloomington in said county, established and open during its regular business urs for the gathering of news, sale of advertisements and sale of subscriptions and maim fined by the managing officer or persons in its employ and subject to his direction and con- ol during all such regular business hours and devoted exclusively during such regular usiness hours to the business of the newspaper and business related thereto. (6) Said news- paper files a copy of each issue immediately with the State Historical Society. (7) Said news- paper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper.
