1974-10Bi11 1974-10 AN ORDINANCE RELATING TO ZONING: REGULATING HOME OCCOPATION; ADDING A NEW SUBDIVISION TO THE RICHFIELD CODE OF ORDINANCES CITY OF RICHFIELD DOES 0 RDAIN: Section 3.27, Subdivision 3, Paragraph 18, is amended as follows: _ _"(18) 'Home Occupation' means any /use customarily/ activity conducted /entirely/ within a dwelling /by the occupants only/ or building or upon the parcel of land containing the dwelling, which /use/ is /clearl~7 incidental /and secondar~T to the use of the_dwelling for dwelling purposes and does not change the character thereof. /Any activity to such an extent that is noticeable that the property is being used for nonresidential purposes shall not constitute a home occupation./ Section 3.29 of the Richfield Code of Ordinances is amended by adding a new subdivision to read as follows: '°Subd. 14. Home Occupations: Purpose: The purpose of this subdivision is to protect the residential property owner without hindering the property rights of neighbors or causing self-induced harm. This shall not prohibit the outside parking of motor vehicles on the driveway of the premises provided that the parking of such vehicles are not otherwise prohibited by Section 3.38, Subdivision 2, paragraph 1 of this code. - 2 - (5) Retail Sales. Continuous retail sales of products fabricated off the premises are prohibited; but occasional sales of products or other articles at retail are permitted where the dwelling serves as an office for a person regularly engaged in retail sales outside the dwelling, or where such occasional sales are incidental to and not the primary purpose of the above occupation. (6) Parking, Structural Changes, Lighting. No parking, structural alteration, lighting or similar facilities which indicate a use of the dwelling for purposes other than a residential structure are permitted. (7) Performance Characteristics. A home occupation may not adversely affect the residential character of the dwelling or its neighbor- hood because of the emission of noise, odor, water, smoke, dust, gases, heat, glare, vibration, electrical interference, or parking or traffic resulting from the conduct of home occupation.
