1975-17Bi11 No, 1975-17 Transitory Ordinance No. 16.35 AN ORDINANCE PROVIDING FOR THE SALE OR OTHER DISPOSITION OF CERTAIN LOTS IN NEw FORD TOWN ADDITION CITY OF RICHFIELD DOES ORDAIN: Section 1. The .following described lots in New Ford Town addition are hereby authorized to be sold or otherwise disposed of by the City as herein provided; Lots 5, 6, 7, 8 and 9 in Block 5 Lots 8, 19 and 23 in Block 6 Lot 6 in Block 7 Lot 4 in Block 13 Lots 9, 21, 23 and 24 in Block 14 Lots 8, 16 and 17 in Block 19 Section 2. Such lots, or any of them, may from time to time be sold by the City pursuant to and in accordance with resolutions adopted by the City Council. As an alternative, the City Council may, from time to time, by resolution authorize the transfer of such lots, or any of them, to the Housing and Redevelopment Authority of the City of Richfield to be sold by such Authority pursuant to and in accordance with resolutions adopted by the board of commissioners of such Authority. (2) Said newspaper is a weekly and is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisements. (4) Said newspaper is circulated in and near the municipality which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears d has entry as second-class matter ih its local post-office. (5) Said newspaper purports to ve the City of Richfield in the County of Hennepin and it has its known office of e in the City of Bloomington in said county, established and open during its regular business rs for the gathering of news, sale of advertisements and sale of subscriptions and main- ed by the managing officer or persons in its employ and subject to his direction and eon- 1 during all such regular business hours and devoted exclusively during such regular business hours to the business of the newspaper and business related' thereto. (6) Said news- paper files a copy of each issue immediately with the State Historical Society. (7) Said news- paper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below. ($) Said newspaper has filed with the Secretary of State of Minnesota prior to Tanuary 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper.
