CITY OF RICHFIELD DOES URDAIid: L, Section 1. It is found and determined to be necessary and expedient for the city to expend money from the special revenue fund for the acquisition and betterment of public parks and playgrounds, including the Senior Citizen Community Center, such improvements being capital improvements which the city would be authorized to issue general obligation bonds. Section 2. The sum of $50,000 is hereby authorized to be paid from the special revenue fund for such purposes. Section 3. The expenditure herein authorized shall be made pursuant to such contracts as are hereafter authorized from time to time by council resolution. (8) Said news- paper files a copy of each issue immediately with the State Historical Society. (7) Said news- paper has complied with all the foregoing conditions for at least two years preceding the day or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed by the publisher of said newspaper and sworn to before a notary public stating that the newspaper is a leKal newspaper.
