AN ORDINANCE
RELATING TO THE RICHFIELD HUMAN
RIGHTS COMMISSION, PROVIDING FOR
INVESTIGATIONS AND PENALTIES FOR
VIOLATIONS THEREOF, AMENDING
SECTION 12.?3 OF THE RICHFIELD
CITY CODE
CITY OF RICHFIELD DOES ORDAIN:
Section 12.23 of the City Code of Ordinance is amended to read as follows:
"12.23 ESTABLISHMENT OF HUMAN RIGHTS COMMISSION.
Subdivision 1. Scope of Section. It is hereby declared thaartnersofhthe
public policy of this city to fulfill its resfoo~sab~l~~tizens equal opportunity

is printed in the English language in newspaper format and in column and sheet form
equivalent in printed space to at least 900 square inches. (2) Said newspaper is a weekly and
is distributed at least once each week. (3) Said newspaper has 50% of its news columns devoted
to news of local interest to the community which it purports to serve and does not wholly
duplicate any other publication and is not made up entirely of patents, plate matter and
advertisements. (4) Saic1 newspaper is circulated in and near the municipality which it purports
to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of
at least 75% of its total circulation currently paid or no more than three months in arrears
and has entry as second-class matter in its local post-office. (5) Said newspaper purports to
serve the City of Richfield in the County of Hennepin and it has its known office of
ue in the City of Bloomington in said county, established and open during its regular business

ined by the managing officer or persons in its employ and subject to his direction and con-

paper has complied with all the foregoing conditions for at least two years preceding the day
or dates of publication mentioned below. (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affidavit in the
form prescribed by the Secretary of State and signed by the publisher of said newspaper and
sworn to before a notary public stating that the newspaper is a legal newspaper.

Statutes, Section 363.12, Subdivision
1, the Minnesota [State Act Against
Discrimination.] Human Rights Act.
"Subd. '2. Establishment of Com-
mission. There is hereby established

"Subd. 3. Purpose of Commission..
The purpose of the commission is to
secure for all citizens equal oppor-
tunity in employment, housing, pub-
lic accommodations, public services
and education and full participation
in the affairs of this community and

Against Discrimination.] Human
Rights Act. The commission shall
also advise the city council on long
range programs to improve human
relations in the city.
"Subd. 4. Composition of the
Commission. The commission shall
consist of 10 members to be ap-
pointed by the council. Members of
the commission shall be appointed to
fill a vacancy occurring prior to the
expiration of the term for which his
predecessor was appointed shall be
appointed only for the remainder of
such term. Upon the expiration of his
term of office a member shall con-
tinue to serve until his successor is
appointed and shall have qualified.
The members of the commission
shall serve without compensation
and may be removed from office at
any time by the council, after a public
hearing if a hearing is requested by
the member whose removal is being
considered.
"Subd. 5. Commission's Respon-
sibilities. Infulfillment of its purpose
the commission's duties and respon-
sibilities shall be to:
(1) Adopt; laws and rules for the con-
duct of its affairs including the
election, .assumption of duties
and definition of responsibilities
of officers and committees.
(2) Engage in discussions with the
State Department of Human
Rights for the purpose of de-

(31 Enlist the cooperation of agen-
cies, organizations, and indi-
viduals in the community in an
active program directed to
create equal opportunity and
eliminate discrimination and in-
equalities.
(41 Formulate a human relations
program for the city to provide
increased effectiveness and di-
rection to the work of.all indi-
viduals and agencies addressing
themselves to planning, policy
making, and educational prog-
ramming in the area of civil and
human rights.
(51 Advise the city council and other
agencies of the government on
human relations and civil rights
problems and act in an advisory
capacity w ith respect to planning
or operation of any city depart-
ment on issues_of ;civil and
human. rig~its and;"recommend
the adoption .of stteh specific
policies or-actions as are needed
to provide Por,full equal oppor-
tunity in'the, community.
(6) Study, investigate and assist in
eliminafing alleged violations of
Chapter 36$ bq.;conference, con-
ciliation 'and persuasion, and
when necessary cooperate with
the State Department of Human
Rights in enforcing the provi-
sions of the State Act.
(7) Develop such programs of for-
mal and informal education as
will assist in the implementation
of the Minnesota (State Act
Against Discrimination] Human '
Rights Act and foster the
commission's assumption of
leadership in recognizing and re-
solving potential problem areas
in the community.
"Subd. 6. Investigations: En-
forcemenh Penalties.
(a) In addition to the responsibilities
conferred upon it by Subdivision
5, paragraph (6) of this section,
the Commission may receive and
investigate complaints of alleged
violations of this section. The
Commission may request the
City Manager to direct approp-
riate personnel of the city to as-
sist in the conduct of an investig-
