AN ORDINANCE AMENDING SUBSECTIONS
300.05, 300.07, 300.09, 300.11, 300.13 AND 300.17
OF THE RICHFIELD CITY CODE;
RELATING TO DUTIES OF DEPARTMENT HEADS
THE CITY OF RICHFIELD DOES ORDAIN:
Section 1. Subsection 300.05 of the Richfield City Code is amended, subdivision
2 of the Richfield City Code is amended to read as follows:
Subd. 2. Assignment of duties. The manager may assign the same
individual to head two or more departments or to head one or more divisions
within a department. The manager may be a department head. The manaq_er
shall create a fob descr.ption for each department head position. describing the
specific duties and areas of responsibility for the position. The manager may
modi an~de~artment head's job description and duties from time to time. A
department head shall perform the duties identified in the job description and any
additional duties assigned by the manager.
Sec. 2. Subsection 300.07 of the Richfield City Code is amended to read as
follows:
300.07. Administrative services department: duties of director. The director of
administrative services is responsible to the manager for the organization, planning,
administration and coordination of the administrative services of the city i+ng:

description for that position and any additional duties assigned by the manager..

Sec. 3. Subsection 300.09 of the Richfield City Code is amended to read as follows:
300.09 Community services department: duties of director. The director of community
services is responsible to the manager for the organization, planning, administration

The director of community services shall perform the duties described in the iob
description for that~osition and any additional duties assianed by the manager.
Sec. 4. Subsection 300.11 of the Richfield City Code is amended to read as follows:
300.11. Liquor department. The liquor operations director is responsible to the
manager for the operation of the municipal liquor stores. The liquor operations director
shall perform the duties described in the job description for that position and any
additional duties assigned by the manager.
Sec. 5. Subsection 300.13, subdivision 1 of the Richfield City Code is amended to read
as follows:
300.13 Public safety department. Subdivision 1. Duties of director. The director of
public safety is responsible to the manager for all activities relating to public safety

The director of public safety shall perform the duties described in the job description for

Sec. 6, Subsection 300.17 of the Richfield City Code is amended to read as follows:
300.17 Community development department: duties of director. The director of
community development is responsible to the manager for the organization, planning,
administration and coordination of the community development functions of the city

(a) those duties imposed by law and charter upon city
clerks and treasurers;
(b) acting as secretary to the council and maintaining
all city records;
(c) safekeeping and managing of city funds;
(d) maintaining the Snancial record of the city;
(e) performing the function of city assessor;
(fl providing central personnel services relating to city
personnel, providing central data processing;
(g) printing and supply services for the city;
(h) handling the business a(Tairs of the water and
sewer utilities of the city;
(i) providing risk management services for the city;
(j) managing the recreation enterprise fund, including
but not limited to: Rich Acres Golf Course, ice arena, swim-
ming pool and special facilities; and
(k) any additional duties assigned by the manager.
The director of administrative services shall perform
the duties described in the job description for that position
and any additional duties assigned by the manager.
Sec. 3. Subsection 300.09 of the Richfield City Code is
amended to read as follows:
300.09 Community services department: duties of
director. The director of community services is responsible
to the manager for Che.organization, planning, administra-
tion and coordination of the community services of the city
includingi
(a) community center; ~,
(b) recreation activities;
(c) Wood Lake Nature Center;
(d) forestry activities, maintenance of amenity areas; ~
(e) maintenance of government buildings; ~
(f) operation of the central garage;
(g) operation and maintenance of the parks, streets
and sewer and water utilities of the city;
(h) engineering; and
(i) any additional duties as assigned by the city man-
ager.
The director of community services shall perform the
duties described in the job description for that position and I
any additional duties assigned by the manager.
Sec. 4. Subsection 300.11 of the Richfield City Code is ',
amended to read as follows: I

(b) the preservation of law and order in the city;
(c) the direction of fire fighting, fire protection and fire
prevention activities in the city; j
(d) the direction of emergency services (civil defense) j
activities within the city;
(e) the assignment of personnel within the public safe-
ty department subject to applicable civil defense laws;
(fl the establishment of public safety training pro-
grams;
(g) the conduct of health and safety inspection pro-
grams; -
(h) the providing of support services for the foregoing
functions; and
(i) any additional duties as assigneed by the city man-
