THE CITY OF RICHFIELD DOES ORDAIN:
Paragraph (f) of Subsection 416.07 is hereby amended to read as follows:
(f) C3 high density commercial.
(1) Genera( rule. Only those sus approved as of the site plan review process required
by section 520 of this code shall be permitted. All signs lawfully existing on August 1, 1987,
shall be deemed to be nonconforming signs sub~'ect to the provisions for nonconformmg signs
found in.subdivision 5 of subsection 416.11, and in the case of outdoor advertising displays,
subject to the provisions found in subdivision 3 of subsection 416.09 of this code.
(2) Specia'f'rule. Notwithstanding any provision in this Section to the contrary, the council
may, at its discretion and subject to conditions deemed appropriate by it, issue a permit
authorizing a sign which states the proper name of a business ('Sign") if the council finds
all the following conditions to be present:
(i) the proprietor of the business requesting the Sign would not otherwise be required
to submit to the site plan approval process pursuant to Subsection 520.35 of this Code;
(ii) the business is located in an area characterized by a number of businesses which
are structurally cowected so as to present a shopping center appearance;
(iti) the Sign is located either ~ the parcel on wtuch such business is conducted or within
1511 feet of such parcel;
. (iv) there is no other freestanding Sign af6ud to a separate ground support on the parcel
on which the Sign is proposed to be located;
(v) the proprietor of the busiuess requesting the Sigo has no other freestanding Sign per-
taining to that buslaess affixed to a mound support located either on the parcel on whioh
the business is located or upon another parcel;
(vi) tf located on another parcel, the owner of that parcel has. consented in writing to
the sign location;
(vii) if located on another parcel, the sip win be attached to the ground support which
supports any other business sign located au, such parcel along the same property line,
and the total sign area for all such sign does not exceed 250 square feet;
(viii) tf located on the parcel, the sign area does not exceed 200 square feet;
(ix) the proprietor requesting the sip has submitted an application on forms provided
for tbat purpose and has paid the tee provided in Appendix D of this Code; and
(x) the locatia~, desip and canatructim of the sip will not be de6imentat W the general
pnb6c health, safety or welfare.
