I9II5-19 L 1 AMENDMENT SECTION 9.03 CODE OF THE CITY OF RICHFIELD DOES ORDAIN: TO CHAPTER IX, OF THE ORDINANCE CITY OF RICHFIELD Chapter IX, Section 9.03 of the Ordinance Code of the City Richfield entitled: "Specific Regulations -- Illegal Parking Stopping" is hereby amended by adding thereto the following subdivision to read as follows: Subdivision 3. "Parking by Permit Only" Zones. The Council finds that streets in certain residential areas are congested because of heavy residential and non-residential traffic and parking. It is the purpose of this subdivision to stem the 'flow of commuter traffic from institutional, commercial and industrial districts into an adjoining residential nei hborhood; to reduce air pollution and other environmental effects of automobile commuting, and to enhance the quality of life in the residential area by reducing noise, traffic hazards and litter; to protect the residents from unreasonable burdens in ainin access to their resi- dences; to preserve the character of the residential district as such; to promote efficiency in the mainte- r_ance of these streets in a clean and safe condition; to preserve the value of property; to preserve the safety of children and other pedestrians and traffic safety, and to promote the peace, good order, comfort, convenience and welfare of the inhabitants of the city. The provisions of this subdivision, providing the parking by permit only, are deemed to be in furtherance of such ob-iectives. (1} The Council shall from time to time by resolution designate certain streets as "Parking by Permit Only" parking zones, and cause- them to be so posted. Thereafter, no person in charge of any vehicle shall park or permit the vehicle to be parked on posted streets unless the vehicle bears a permit as provided in this subdivision. {2) The City shall cause the following types of • permits to be available at the offices of the Department of Public Safety:- a) Resident Permits. Residents living on streets designated by resolution pursuant to the foregoing paragraph (1), for each car, owned or leased, currently licensed and in operating condition and current use. of and new b} Visitor Permits.
