1984-16Bill 1984-16 AMENDMENT TO CHAPTER VI, SECTION 11.06 OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD CITY OF RICHFIELD DOES ORDAIN: Chapter VI, Section 11.06 of the Ordinance Code of the City of Richfield entitled: "On-Sale Liquor" is hereby amended by amending paragraph (1) of Subdivision 9 thereof to read as follows: ' "Subd. 9. Granting of Licenses. The following procedure shall be followed in processing applications for licenses under this section: (1) All applications for license shall be referred to the director of public safety, and to such other city departments as the city manager shall deem necessary, for verification and investigation of the facts set forth in the application. The director of public safety shall cause to be made such investigation of the information requested in Subdivision 4 as shall be necessary and shall make a written recommendation and report to the city council which shall include a list of all violations of federal or state law or municipal regulations. In his report to the council, the director of public safety sha 1 recommend the partial or complete waiver of any applicable investiQative_ fee if the following conditions are determined to exist: (a) The applicant is a fraternal, veterans, or charitable organization. (b) Revenues in excess of operating expenses are contributed to the sup_p_ort of communit projects or programs. (c) The officers of such crganization are elected by and responsible to the general membership. The council may adopt or modify the recommendation of the director.
