1984-09ORDINANCE N0. 1984-9 0 ORDINANCE AMENDING SECTIONS 8.24 Ai~1D 8.25 OF THE ORDINANCE CODE OF THE CITY OF RICHFIELD RELATING TO WATER SERVICE ' CITY OF RICHFIELD DOES ORDAIN: ~~) Section 8.25 of the ordinance code of the City of Richfield relating to water meters is hereby amended by adding, at the end thereof, the following subdivision: "Su;bd. 9. Permission to Enter Premises. The application fcr or accen_tance of water services by the owner or occupants o*" eremises shall constitute permission upon their naxt for the city, its employees or agents to enter upon. the----cir-er~s~s served for the purpose of reading~of meters, inspection of facilities or an~r other purpose reasonably necessary for the proper administration of the service rendered, ° If the city rectuests access and the owner or occupant of any premises fails to provide access to the premises, whether for the reading, inspection, repair or replacement of a meter or far some- other purpose reasonably necessary for the proper ad;ninistration of service, the city may take one or more of the of awing actions: a impose. and - collect, along with and in addition to other charges for service, a quarterly penalty charged as established by resolution of the city council; (b) terminate service to the premises; (c) bill and collect for service to the premises on an estimated consumption basis whether or not meter readings are being obtained. Access shall not be deemed to have been provided if it is restricted to 'times other then 7:30 a.m. to 4:00 p.m. on weekdays. For good cause shown, however, the owner or occupant may designate another reasonable time or times wren prompt access will be made available. (4) Said newspaper is' circulated in and near the municipalities which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total circulation currently paid or no more than three months in arrears and has entry as second- class matter in its local post-office (5) Said newspaper purports to serve the City of Richfield in the County of Hennepin, and it has its known office of issue in the City of Bloomington in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and maintained by the managing officer of said newspaper or persons in its employ and subject to his direction and control during all such regular business hours and devoted exclusively during such regular business hours and at which said newspaper is printed. (S) Said newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper is made available at single or subscription prices to any person, corporation, partnership or other unincorporated association requesting the newspaper and making the applicable payment. (8) Said newspaper has complied with all foregoing conditions for at least one year preceding the day or dates of publication mentioned below.
