AMENDMENT TO CHAPTER XI,
SECTION 11.08 OF THE
ORDINANCE CODE OF
THE CITY OF RICHFIELD
CITY OF RICHFIELD DOES ORDAIN:
Chapter XI, Section 11.08 of the Ordinance Code of the
City of Richfield entitled: "On-Sale Wine" is hereby amended
by amending paragraph (2} of subdivision 10 thereof to read
as follows:
"(2) Upon completion of the manager's preliminary
report and within 20 days thereafter, the manager
may recommend to the council that a public hearing
be held upon the application. The council shall
then instruct the city clerk to cause to be
published in the pfficial newspaper 10 days in
advance, a notice of the hearing to be held by the
city council, setting forth the day, time and
place when the hearing will be held, the name of
the applicant, the premises where the business is
to be conducted, and such other information as the
council may direct. At the hearing opportunity
shall be given to any person to be heard for or _
against the granting of the license. The applicant
or applicant's representative must be present
at the hearing to rovide such additional informa-
t.~on as may be required by the council. Failure
to attend shall be grounds for denial of the

license. After the hearing the council may
either grant or deny the license. If the license
is granted, the council may withhold its issuance
until the applicant has qualified in all respects
for the license. If the premises to be licensed
are not complete at the time that the hearing is
conducted the council may grant the license but
shall withhold its issuance until the premises
have been completed in accordance with the representa-
tions made by the applicant. If a license has
been granted but its issuance has been withheld
pending completion of the premises to be licensed,
and if the licensee does not proceed with reasonable
dispatch to ready the premises, the council may
rescind the action granting the license. Such
action shall not be taken, however, without giving
the licensee at least eight days notice of the
time and place of a hearing on the proposed
rescission."

vice president and general manager of the newspaper know as The Richfield Sun and has full knowledg
of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspape
format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Sai~
newspaper is a weekly and is distributed at least once every week. (3) Said newspaper has 50% of it
news columns devoted to news of local interest to the community which it purports to serve and does no
wholly duplicate any other publication and is not made up entirely of patents, plate matter any
advertisement. (4) Said newspaper is' circulated in and near the municipalities which it purports t~
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%
of its total circulation currently paid or no more than three months in arrears and has entry as second
class matter in its local post-office (5) Said newspaper purports to serve the City of Richfield in thl
County of Hennepin, and it has its known office of issue in the City of Bloomington in said county
established and open during its regular business hours for the gathering of news, sale of advertisement:
and sale of subscriptions and maintained by the managing officer of said newspaper or persons in it:
employ and subject to his direction and control during all such regular business hours and devotee
exclusively during such regular business hours and at which said newspaper is printed. (6) Sai<
newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper
is made available at single or subscription prices to any person, corporation, partnership or other
unincorporated association requesting the newspaper and making the applicable payment. (S) Saic
newspaper has complied with all foregoing conditions for at least one year preceding the day or dates of
publication mentioned below. (9) Said newspaper has filed with the Secretary of State of Minnesota prior
to January 1, 1966 and each January 1 thereafter and affidavit in the form prescribed by the Secretary
of State and signed by the managing officer of said newspaper and sworn to before a notary public stating
that the newspaper is a legal newspaper.

hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
