The City of Richfield is authorized by Mir- +ne to Statutes, Chapter 462C {the Act) to establish and administer programs for the financing of various housing projects in the City. Subd. 2. Section 4620.02, Subdivision 6 of t'~e Act provides that the City ;nay authorize the Housing and Redevelopment Authority of t_he City of Richfield (HRA) to exercise, on behalf of the City, ali of the Bowers conferred on the City by Section 4620.01 to 4620.08 of the act and the HRA has requested that the City grant such authority to it. Subd. 3. The City Council has investigated the facts and =finds and deter:,tir_es that it is necessary and desirable to the sound :ranagement of the City and the achievesent of the City's housinc goals to authorize the HRA to exercise the above listed powers. Sec. 2. Authorization. The HRA is here:oy authorized to exercise on behalf of the City the powers conferred en. the City by Secticn 4620.01 to 4620.08 of the Act. Findings. Subdivision 1. The City of Richfield is authorized by Minnesota Statutes, Chapter 482C (the Act) to establish and administer programs for the financing of various housing projects in the City. Subd. 2. Section 46X.02, Sub- division a of the Act provides that the City may authorize the Housing and Redevelopment Authority of the City of Richfield (HRA) to exercise, on behalf of the City, all of the powers conferred on the City by Section 482C.OP to 98X.08 at the Act and the HRA has requested that the City grant such authority to it. Subd. 3. The City Council has in- vestigated the facts and finds and determines that it is necessary and desirable to the sound management of the City and the.achievement of the City"s housing goals Ro authorize the HRA to exerctse the above listed ' powers. MORTENSON, being duly sworn, on oath says he is and during all times here stated has been the JOHN HAMILTON vice president and general manager of the newspaper know as The Richfield Sun and has full knowledge SYLVIA K. BERGH Mayor of the [acts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper City Clerk format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Said (Nov. ts, 1983)-RICH newspaper is a weekly and is distributed at least once every week. (3) Said newspaper has 50% of its news columns devoted to news of local interest to the community which it purports to serve and does not wholly duplicate any other publication and is not made up entirely of patents, plate matter and advertisement. (4) Said newspaper is' circulated in and riear the municipalities which it purports to serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75% of i[s total circulation currently paid or no more than three months in arrears and has entry as second- class matter in its local post-office (5) Said newspaper purports to serve the City of Richfield in the County of Hennepin, and it has its known office of issue in the City of Bloomington in said county, established and open during its regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and maintained by the managing officer of said newspaper or persons in its employ and subject to his direction and control during all such regular business hours and devoted exclusively during such regular business hours and at which said newspaper is printed. (6) Said newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper is made available at single or subscription prices to any person, corporation, partnership or other unincorporated association requesting the newspaper and making the applicable payment. (B) Said newspaper has complied with all foregoing conditions for at least one year preceding the day or dates of publication mentioned below. (9) Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each January 1 thereafter and affidavit in the form prescribed by the Secretary of State and signed by the managing officer of said newspaper and sworn to before a notary public stating that the newspaper is a legal newspaper.
