shall be for a period of more than five years. At the end of
the permit period, the sign shall not be retained on the premise

(1) Permit Required, ido ne=n1 outdoor advertising display ;nay
be established in the city unless a permit is rust
o tamed. Permits may be issued by the city council
only after a Public hearing preceded by the aivinc
of 10 days notice mailed to the owners and occupants
of all properties located zn whole or in Hart within
660 feet of the proposed outdoor advertising disp~av
Failure *o compl=r w~.tn ~h~s notice reguzrement, however,
shall not invalidate the proceedings. The council
may attach conditions upon the crranting of any permit.
(2) The following re ulations a a1v to all outdoor advertising
disalays within the city.
(a) Outdoor advertising disblavs are permitted only in
the C-2, PC-2, I and P-I districts of the city.
(b) An outdoor advertising display may not exceed 750
square zest in sign area oar sign face.
(c) An outdoor advertisin display may have no more
than 2 sign faces.
(d) All outdoor advertising diplavs will be-freestand-

>Btfl4reerda, Outdoor Advertising Displays, General Requirements an
RestriMions. ,
(1) Permit Required. No new outdoor advertising display may be estal
lished in the city unless a permit is First obtained. Permits may t
issued by the city council only after a public hearing preceded by th
giving of 10 days notice mailed to the ownersand occupants of a
properties located fn whole or in part within 660 feet of the propose
outdoor advertising display. Failure to comply with this notice require
ment, however, shall not invalidate the proceedings. Thecouncil ma
'attach conditions upon the graining of any permit.
(2) The following regulations apply to all outdoor advertising displa7
within the city:
(a) Outdoor advertising displays are permitted only in the C-2, PC-
I and P-I districts of the city.
(b) An outdoor advertising display may not exceed 750 square feet i
sign area per sign face.
(c) An outdoor advertising display may have no more than 2 sig
faces. ,
(d) All oindoor advertising displays will be freestanding signs eitht
supported by a single or double column or some other support which he
all structural and support mergbers screened from view from a
directions.
(e) Outdoor advertising displays may not be located closer than 1,01
feet apart as measured along the same side of-the same roadway.
(f) The sign face of outdoor advertising displays must not be.visib
from the boundary of any resideinially zoned property which is locate
entirely or partially within 300 feet of the sign face.
(g) Outdoor advertising displays may not be~located within 300 feet ~
any school or church.
(h) Outdoor advertising displays must comply with the setbat
requirements for buildings in the zoning district in which they ai
located. Any variance from those requirements will be subject to tl
procedure established in the zoning code for such variances.
(i) No outdoor advertising displays may exceed 27 feet in heigl
above the ground level of the nearest street towards where it faces. TI
Council may permit an increase in the allowable height to a maxima
of 48 feet in the evein that the following findings are made.
i). As a result of unique circumstances, a sign 27 feet in height coo
not be located on the premises so as to be visible from the abutter
street which it faces or that visibility of the sign from such street coo
be substantially obstructed.
ii) The increased height bf the sign would be unlikely to have at
adverse-or detrimental impact upon traffic safety, pedestrian safer
aesthetics, or the value of other properties within the area.
(j) No outdoor advertising display may exceed 65 feet in length.
(4) Non-conforming Outdoor Advertising Displays. Outdoor Advertiser
Displays lawfully erected and located on the effective date of th
section may continue subject to the following limitations:
(a) Except as provided in Subdivision 9 of this ordinance, no not
conforming outdoor advertising display may be expanded, reboil
relocated or altered without being brought into conformity with tl
requirements 'of this ordinance. This provision shall not apply in L1
.following circumstances:
i) The rebuilding of an outdoor advertising display which sustaii
damage the repair of which in the opinion of the building inspector w
cost less than 50% of the replacement cost of the physical structu.

ii) Non-structural alterayons or modifications designed to impro•
the appearance of the sign.
(b) Any outdoor advertising display which is not used For advertiser
purposes for a period of more than two years shall be deemr
abandoned and must be removed by the owner of the parcel on which
is located.
2. By adding to Subdivision 7 thereof the following new paragraph (a)
"(a) The minimum clearance of any, sign from unprotected electric
conductors (whether poles or other installations) shall be not less than
inches for conductors.carrying'not over 600 volts, and 4A inches fro
conductors carrying more than 600 volts."
