TRANSITORY ORDINANCE 17.04
A TRANSITORY ORDINANCE PROVIDING FOR THE
DISPOSITION OF CERTAIN REAL PROPERTY OF THE CITY.
The City of Richfield does ordain:
Section 1. The following property of the City is hereby authorized
to be sold and disposed of:
That gart of Government Lot 3, Section 28, Township 28,
Range 24, Hennepin County, Minnesota described as follows:
Commencing at a point on the east line of said Government
Lot 3 distant 1176.30 feet south from the northeast corner
thereof; thence S8lo 00'W a distance of 442.58 feet;
thence S12o 16' 44"E a distance of 374.92 ..feet to the
actual point of beginning of the parcel of land to be
described; thence N77° 43' 16"E a distance of 164.29 feet;
thence S21° 32' Sy"E to its intersection with the south-
westerly extension of the northwesterly line of Registered
Land Survey No. 675, files of the Registrar of Titles,
said Hennep~.n County; thence northwesterly to the actual
point of beginning;
The east line of said Government Lot 3 is assumed to be
a line bearing due north for the purpose of this descrip-
tion.

Also, that part of Government Lot 3, Section 28, Town-
- ship 28, Range 24, Hennepin County, rinnesota described
as follows: Commencing at a point on the easterly line
of said Government Lot 3 distant 1176.30 feet south from
the northeast corner thereof; thence S82o 00`W a distance
of 442.8 feet; thence S12o 16' 44"E a distance of
374.92 feet; thence N77° 43' 16"E a distance of 164•.29
feet; thence S2l° 32' S9"E to its intersection with the
southwesterly extension of the northwesterly line of
Registered Land Survey Nb. 075, files of the Registrar
of Titles, said Hennepin County, said point being the
actual point of beginning of the parcel of land to be
described; thence northeasterly along said southwesterly
extension to the northwesterly corner of Tract C, said K
Registered Land Survey No. 675; thence southerly along

75.00 feet to a point hereinafter referred to as Point Z;
thence northwesterly along a line hereinafter described
as Line ~, a distance of 141.58 feet, More or less, to
its intersection with the southwesterly extension of said
Line ~; thence northeasterly along said southwesterly
extension a distance of 114.61 feet, More or less, to the
actual point of beginning.
Line B:
Coruaencing at the point of intersection- of the southerly
line of the east-west alley as platted in Block 2 of the
recorded plat of Ray's Lynnhurst 2nd Addition with the
easterly line of Bryant Avenue South as platted i:n said
Ray's Lynnhurst 2nd addition; thence southerly along the
southerly extension of the easterly line of said Sryant
Avenue South a distance of 170.00 feet to the actual point
of beginning of said Line ~, thence southeasterly a
distance of 227.08 feet, more or-less, to said Point Z,
and there terminating.
Section 2. The terms and conditions of such sale shall be
determined by the City Council.
Passed by the City Council of the City of Richfield this 8th day of
November, 1982.

D. K. MORTENSON, being duly sworn, on oath says he is and during all times here stated has been the
vice president and general manager of the newspaper know as The Richfield Sun and has full knowledge
of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper
format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Said
newspaper is a weekly and is distributed at least once every week. (3) Said newspaper has 50% of its
news columns devoted to news of local interest to the community which it purports to serve and does not
wholly duplicate any other publication and is not made up entirely of patents, plate matter and
advertisement. (4) Said newspaper is' circulated in and near the municipalities which it purports to
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%
of its total circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post-office (5) Said newspaper purports to serve the City of Richfield in the
County of Hennepin, and it has its known office of issue in the City of Bloomington in said county,
established and open during its regular business hours for the gathering of news, sale of advertisements
and sale of subscriptions and maintained by the managing officer of said newspaper or persons in its
employ and subject to his direction and control during all such regular business hours and devoted
exclusively during such regular business hours and at which said newspaper is printed. (6) Said
newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper
is made available at single or subscription prices to any person, corporation, partnership or other
unincorporated association requesting the newspaper and making the applicable payment. (8) Said
newspaper has complied with all foregoing conditions for at least one year preceding the day or dates of
publication mentioned below. (9) Said newspaper has filed with the Secretary of State of Minnesota prior
to January 1, 1966 and each January 1 thereafter and affidavit in the form prescribed by the Secretary
of State and signed by the managing officer of said newspaper and sworn to before a notary public stating
that the newspaper is a legal newspaper.

and published therein in the English language, once each week, for One successive weeks
