AMENDMENT TO CHAPTER XI
OF THE ORDINANCE CODE
OF THE CITY OF RICHFIELD
City of Richfield Does Ordain:
Chapter XI of the Ordinance Code of the City of Richfield
regulating alcoholic beverages is hereby amended in the following
respects:
A. By amending Section 11.06, Subdivision 1 thereof,
adding the following new paragraph (8) thereto:

B. By amending Secticn 11.06, Subdivision 9, paragraph (1)
thereof to read as (allows:

'°(i) All applications for license shall be referred to
the eh~e~-e~-pe~_ee director of public safety, and to
such other city departments as the city manager shall
deem necessary, for verification and investigation of
the facts set forth in the application. The ei~ye=-e~
pe~~es director of public safety shall cause to be made
such investigation of the information requested in
Subdivision 4 as shall be necessary and shall make a
written recommendation and report to the city council
which shall include a list of all violations of federal
or state law or municipal regulations.
C. By amending Section 11.06, Subdivision 11, paragraph (6)
thereof, to read as follows:
"C6) No 'on-sale' license shall be granted for a rest-
aurant or hotel unless ~he~ the establishment ewe is
located in general commercial or industrial areas."
D. By amending Section 11.06, Subdivision 11, adding the
following new paragraph (7):
"(7) No on-sale license shall be granted for a veterans
organzzat~on which does not comply in all respects with
the definition of a veterans or anization contained in
Subd~vis2on 1 of this section and which does not zmzt
access to the or anizations facilities to members and
the~.r bona fide nests . "
E• Sy amending Section 11.06, Subdivision I2, paragraph (8)
thereof to read as follows:
"t8) Except to the extent authorized by Richfield
Ordinance Code Section 5.19 no licensee or any of his
employees shall keep, Possess, or operate or permit
the keeping, possession or operation of any slot
machine, dice, or any gambling device or apparatus
on the Licensed premises, or i.n any rooan adjoining
the licensed premises, nor shall such person permit
any gambling therein.

(16) thereof, to read as follows:

read as follows:

may serve intoxicating liquors on Sundays between the
hours of 11:00 o'clock a.m. and 12:00 o'clock midnight
in conjunction with the serving of food, provided that
the establishment is in compliance =with the provisions
of Minnesota Statutes 1981, Sections 144.411 to 144.417,
the Minnesota Clean Indoor Air Act.

D. K. MORTENSON, being duly sworn, on oath says he is and during all times here stated has been the
vice president and general manager of the newspaper know as The Richfield Sun and has full knowledge
of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspaper
format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Said
newspaper is a weekly and is distributed at least once every week. (3) Said newspaper has 50% of its
news columns devoted to news of local interest to the community which it purports to serve and does not
wholly duplicate any other publication and is not made up entirely of patents, plate matter and
advertisement. (4) Said newspaper is' circulated in and near the municipalities which it purports to
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%
of its total circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post-office (5) Said newspaper purports to serve the City of Richfield in the
County of Hennepin, and it has its known office of issue in the City of Bloomington in said county,
established and open during its regular business hours for the gathering of news, sale of advertisements
and sale of subscriptions and maintained by the managing officer of said newspaper or persons in its
employ and subject to his direction and control during all such regular business hours and devoted
exclusively during such regular business hours and at which said newspaper is printed. (6) Said
newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspaper
is made available at single or subscription prices to any person, corporation, partnership or other
unincorporated association requesting the newspaper and making the applicable payment. (8) Said
newspaper has complied with all foregoing conditions for at least one year preceding the day or dates of
publication mentioned below. (9) Said newspaper has filed with the Secretary of State of Minnesota prior
to January 1, 1966 and each January 1 thereafter and affidavit in the form prescribed by the Secretary
of State and signed by the managing officer of said newspaper and sworn to before a notary public stating
that the newspaper is a legal newspaper.

amended in the follow respects:
