CITY OF RICHFIELD DOSS ORDAIN: Section 1. Section 3.05 of the Richfield City Cha~ter is amended to read: ~ "Section 3.05. Procedure on ordinances. The enacting clause of all ordinances shall be in the words 'City of Richfield _ does ordain'. Every ordinance shall be presented in writing. `:o ordinance except an emergency ordinance shall be passed at the meeting at which it is introduced and at least seven (7) days shall elapse bet~r~een its introduction and its final passage. If the city council ~eterminec that publication of the complete tent of an ordinance is not ~•~orth the e~:pense and that a sununarv woulc: clearly inform the ~n~blic of the intent and effect of the ordi:~ance, the council may by a unanimous vote direct that only the title of the ordinance and a ~umi;iarv be ublislled with notice that pri:,ted copies of the ordinance are avail.zbl.e to anv ~~erson during re~,alar office hour:; at thc~ office of the city clerk and anv other location which th~~ cct:;:c'.'il dc:~i~~nates. Prior to the' publication cf tl:~ title and summary the council shall approve the text of the summary and determine that it clearly informs the public of the ~~~ intent and effect of the ordinance." Section 3. Effective Date. This ordinance is effective thirty (30) days after its publication, subject to the provisions of Minnesota Statutes, Sec. 410.12, Subdivision 7. MORTENSDN, being duly sworn, on oath says he is and during all times here stated has been tl vice president and general manager of the newspaper know as The Richfield Sun and has full knowled€ of the facts herein stated as follows: (1) Said newspaper is printed in the English language in newspapi format and in column and sheet form equivalent in printed space to at least 900 square inches. (2) Sa. newspaper is a weekly and is distributed at least once every week. (3) Said newspaper has 50% of i news columns devoted to news of local interest to the community which it purports to serve and does n wholly duplicate any other publication and is not made up entirely of patents, plate matter ar advertisement. (4) Said newspaper is circulated in and near the municipalities which it purports serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75 of its total circulation currently paid or no more than three months in arrears and has entry as secon~ class matter in its local post-office (5) Said newspaper purports to serve the City of Richfield in t] County of Hennepin, and it has its known office of issue in the City of Bloomington in said count established and open during its regular business hours for the gathering of news, sale of advertisemen and sale of subscriptions and maintained by the managing officer of said newspaper or persons in i employ and subject to his direction and control during all such regular business hours and devote exclusively during such regular business hours and at which said newspaper is printed. (6) Sa newspaper files a copy of each issue immediately with the State Historical Society. (7) Said newspapi is made available at single or subscription prices to any person, corporation, partnership or othi unincorporated association requesting the newspaper and making the applicable payment. (8) Sa. newspaper has complied with all foregoing conditions for at least one year preceding the day or dates publication mentioned below. (9) Said newspaper has filed with the Secretary of State of Minnesota prit to January 1, 1966 and each January 1 thereafter and affidavit in the form prescribed by the Secretal of State and signed by the managing officer of said newspaper and sworn to before a notary public statin that the newspaper is a legal newspaper.
