112023 Resolution 1468HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF RICHFIELD, MINNESOTA RESOLUTION NO. 1468 RESOLUTION APPROVING EXTENSION FOR HRA'S GRANT TO WOODLAWN TERRACE COOPERATIVE WHEREAS, the Housing and Redevelopment Authority in and for the City of Richfield, Minnesota (the "Authority") was created pursuant to Minnesota Statutes, Sections 469.001 through 469.047, as amended, and is authorized to transact business and exercise its powers by a resolution of the City Council of the City of Richfield, Minnesota (the "City"); and WHEREAS, the Woodlawn Terrace Cooperative, a Minnesota nonprofit corporation (the "Cooperative") has purchased and intends to operate a manufactured home park on property at 7421 Lyndale Avenue South in the City (the "Project"); and WHEREAS the Authority previously inspected the Project and determined there were blighted conditions; and WHEREAS, on October 18, 2021, the Board of Commissioners of the Authority adopted a resolution approving a grant of $60,000 (the "Authority Grant") to the Cooperative for the purposes of assisting with the costs of: (i) the demolition of five substandard units in the Project (estimated cost of $20,000); and (ii) the rehabilitation of unit 5 so that it can be rented (estimated cost of $30,000; and (iii) the rehabilitation of unit 6 so that it could be rented (estimated cost of $10,000) (collectively, the "Project Costs"); and WHEREAS, on October 17, 2022, the Grant was amended to increase the amount of the Grant to $140,000, for the purposes of: (i) the demolition of six substandard units in the Project (up to $28,000); (ii) the rehabilitation of unit 5 (up to $50,000; (iii) additional costs for electrical and water service upgrades (up to $22,000); (iv) the rehabilitation of unit 6 (up to $10,000); and (v) additional costs to be pre -approved by the Executive Director of the Authority before commencing work (up to $30,000) (collectively, the "Project Costs"); WHEREAS, the rehabilitation work has been delayed due to the Cooperative uncovering issues with the water line underneath one of the units, which led the Cooperative to explore whether or not it was more appropriate to include replacement as part of the larger city water connection project; and WHEREAS, pursuant to the Grant Agreement, the Cooperative was required to complete the demolition of five substandard units and rehabilitate unit six on or prior to December 31, 2023; and WHEREAS, due to unavoidable delays, it is proposed to extend the grant to December 31, 2024; and NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Housing and Redevelopment Authority in and for the City of Richfield, Minnesota as follows: The Authority's Grant is hereby extended to December 31, 2024. 2. This resolution shall be in full force and effect as of the date hereof.
