01-23 Resolution No. 12178RESOLUTION NO. 12178 RESOLUTION OF SUPPORT FOR 70th STREET SAFE ROUTES TO SCHOOL INFRASTRUCTURE FUNDING APPLICATION WHEREAS, the Minnesota Department of Transportation’s (MnDOT’s) Safe Routes to School Infrastructure Funding solicitation is a competitive state funding allocation process available to local governments, school districts, and other schools in the state of Minnesota; and WHEREAS, the Infrastructure Funding program’s purpose is to fund school-adjacent pedestrian and bicycle infrastructure improvements; and WHEREAS, infrastructure improvements at the Richfield Dual Language (RDLS) and Science, Technology, Engineering, and Math (STEM) elementary schools have been identified by a 2021 Safe Routes to School Engineering Study; and WHEREAS, possible infrastructure improvements were demonstrated in the summer of 2023 under another MnDOT grant-funded project; and WHEREAS, approximately 5% of STEM students, and 8% of RDLS students currently walk or bike to school; and WHEREAS, improving pedestrian crossings will increase safety and improve the experience of the entire community, including students traveling to and from school; and WHEREAS, no local government match funding is required for capital construction if the project is selected; and WHEREAS, the City will be responsible for funding engineering, right of way, inspection, and other non-SRTS eligible costs, as well as SRTS-eligible items in excess of the SRTS Infrastructure Funding grant amount if the project is selected; and WHEREAS, if the above project is selected, construction is tentatively scheduled for 2025; and WHEREAS, the City of Richfield invests in infrastructure to best serve today’s and tomorrow’s residents, businesses, and visitors; and WHEREAS, the City of Richfield ensures that City services are accessible to people of all races, ethnicities, incomes, and abilities. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Richfield supports Public Works’ Safe Routes to School Infrastructure Funding application for pedestrian and bicycle infrastructure on 70th Street at the STEM and RDLS elementary school campus.
