05-09 Resolution No. 12091RESOLUTION NO. RESOLUTION AUTHORIZING THE CITY OF RICHFIELD TO ACCEPT A PLANNING ASSISTANCE AND MATERIAL GRANT FROM THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR A DEMONSTRATION PROJECT ON 73RD STREET WHEREAS, the City Council of the City of Richfield is the official governing body of the City of Richfield, Minnesota; and WHEREAS, the City of Richfield and Richfield Public Schools have collaborated to apply for Safe Routes to School (SRTS) funding provided by the Minnesota Department of Transportation (MnDOT); and WHEREAS, there is a pedestrian and bike gap on 73rd St adjacent to Centennial Elementary; and WHEREAS, an average of 8% of Centennial students walk or bike to school and WHEREAS, the gap and related infrastructure were identified in the 2009 and 2014 SRTS Comprehensive Plans in collaboration with Richfield Public Schools; and WHEREAS, closing the 73rd Street pedestrian gap and improving pedestrian crossings will increase safety and improve the experience of students traveling to and from school; and WHEREAS, the City of Richfield invests in infrastructure to best serve today’s and tomorrow’s residents, businesses and visitors; and WHEREAS, the City of Richfield ensures that City services are accessible to people of all races, ethnicities, incomes, and abilities; and WHEREAS, the Minnesota Department of Transportation has granted planning assistance services and materials to the City of Richfield for the installation of a demonstration project of these intersection improvements; and WHEREAS , the City Council has determined that it is in the City’s best interests to accept these services and materials for the installation of a demonstration project of these intersection improvements; and WHEREAS, installation of the demonstration project is scheduled for 2023; and WHEREAS, Minnesota statute 465.03 requires every acceptance of a grant or devise of real personal property on terms prescribed by the donor be made by resolution by a two-thirds majority of the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota that the Mayor and City Manager are hereby authorized and directed to take any and all actions required to accept the grant services and materials for and on behalf of the City.
