02-28 Resolution No. 12073RESOLUTION NO. 12073 RESOLUTION OF SUPPORT FOR THE REPEAL OF THE EXCLUSION OF HENNEPIN AND RAMSEY COUNTIES FROM RECEIVING MOTOR VEHICLE LEASE SALES TAX (MVLST) FUNDS WHEREAS, in 2008, legislative action directed the Motor Vehicle Lease Sales Tax (MVLST) funds to transportation, but excluded Hennepin and Ramsey counties based on the enabling of new taxing authority through the Counties Transit Improvement Board (CTIB); and WHEREAS, with the dissolution of CTIB in 2017 the rationale for excluding Hennepin and Ramsey counties from a fair share of MVLST funds has ceased to exist; and WHEREAS, Hennepin and Ramsey counties are the two most populous counties in the state, accounting for nearly 32% of Minnesota’s population, and contribute over $26 million (38% of the total funding) to MVLST revenue; and WHEREAS, Hennepin and Ramsey counties combined have $1.933 Billion 25- year construction needs as identified in MnDOT’s 2022 CSAH Distribution Report; and WHEREAS, the economic strength and competitiveness of our state and region depend on an effective, efficient and well-maintained transportation system and Hennepin and Ramsey counties should not be excluded from a key revenue source for maintaining transportation infrastructure. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota that it supports all efforts to repeal the exclusion of Hennepin and Ramsey counties from receiving Motor Vehicle Lease Sales Tax (MVLST) funds and urges the Legislature of the State of Minnesota to promptly pass legislation that will ensure Hennepin and Ramsey counties receive a fair and proportional share of MVLST revenues.
