1. Update on Heredia
Morgan reported that our package arrived safely in Heredia.
However, Ballestero has been involved on an earthquake relief
committee and the sister city papers have not been signed.

could represent us and this was not possible. Concern was
expressed over the fact that there has been no direct
communication from Heredia to Richfield. Morgan is to
discuss this with Lupita.
2. Northfield - San Rafael
reported information on the developing relationship

3. Chamber of Commerce
The City of Richfield has yet to receive information from
Rickert or Kenealey to send to Heredia. They had been
contacted twice by Duffey. Morgan is to follow-up with them.
Butzier is to send a letter from our committee to Costa Rican
Chambers of Commerce.
4. Richfield Community Services Brochure
Kirchner reported (in absentia) on a conversation with Frank
White concerning publicity for a celebration in the community
services brochure.

to let him know there is some grant money available.
The committee would need to submit a formal grant
proposal with formal objectives. Weibel is to follow
up by securing guidelines for applying for grant money.

The Steps In Building A Sister Cities Program
1. Discuss the sister city idea with
friends and community leaders,
then call a meeting of .those in- I
terested. The key to a successful
Sister City program is broad local
support and this logically comes
from community organizations
and institutions.
2. After you have determined
local interest, ask your commu-
nity leaders to inform their organi-
zations about the idea. They
should discuss the program at
their own meetings and assess the
kind of activity their organizations
could support. For example, edu-
cational representatives might
agree to develop aschool-to-
school program.
3. After the initial meetings, re-
questthat your mayor and council
support a proposal to establish an
affiliation with a community in
another nation. Forma commit-
tee to include the broadest possi-
ble community representation.
Appoint a chairperson who is
knowledgeable and active in local
affairs. An ad hoc group should
be established to study possible
sister city choices.
4. The process of determining
where in the world to seek a sister
city is very important and de-
serves careful attention from you
and your committee. The more
people who participate in the
selection process, the more who
will actively support the relation-
ship. Sister Cities International
(SCI) maintains a list of cities
around the world that have ex-
pressly asked for a U.S. sister city
and will forward that information
to you. If any of the cities on the
list is of interest to your communi-
ty, contact SCI and any additional
available information on that city
will be forwarded to you to assist
you in making the final decision.
f no listed city seems to be an
appropriate match for your com-
munity, SCI will forward infor-
mation on your city to one of its
many counterpart organizations
abroad, depending on which re-
gion of the world is of interest to
your city. A potential sister city
may then be located by advertis-
ing your city directly to foreign
cities in contact with their counter-
part organizations.
5. The process of forming a sister
affiliation can take anywhere from
six months to two years. Com-
munications, development of a
local program, involvement of
municipal officials-these are
some of the many factors which
affect the length of the affiliations
process. Avoid premature public-
ity because if publicized arrange-
mentsfail towork out, enthusiasm
is likely to dissipate.
6. During this interim stage -
your committee should consider
establishing itself as a private,
non-profit organization and apply-
ing fora 501(c) (3) status from the
Internal Revenue Service. This will
help ensure program continuity
and will assist your committee in
raising funds necessary to conduct
the Sister City program.
7. When you have selected a city
as a possible candidate and you
are ready to invite that city to be-
come your sister city, you should
send an exploratory letter to elicit
the feeling in that city about a rela-
tionship with your community.
SCI will forward to you a sample
letter of invitation and a city coun-
cil resolution supporting the pro-
posed affiliation. You should
adapt these documents to state
your city's reasons for entering
the program and for choosing the
foreign city. You should state your
goals and proposed activities for
the program and should ask the
foreign city to do the same. An
invitation for community leaders
to visit your city would be well
received if included in the letter.
A visit by citizens from your city
to the prospective sister city dur-
ing this stage could expedite the
process. It is advisable to send any
correspondence in both English
and the language of your poten-
tial sister city.
8. Send the letter of invitation
and supporting resolution to your
prospective sister city along with.
informational material that will
properly introduce your commu-
nity to the foreign city and convey
a sense of what your community
has to offer in a sister city relation-
ship. Send copies of these letters
to Sister Cities Intemational, to
the U.S. Embassy in that country
and to the foreign embassy in
Washington, D. C. SCI will write
an official letter supporting the af-
filiation once copies of the
mayor's letter has been received.
SCI can also use diplomatic ser-
vices for communications pur-
poses if there is a problem estab-
lishing and receiving correspon-
dence from the sister city. Once
acceptance letters and council re-
solutions have been exchanged
with your sister city, send copies
to SCI. Upon receipt of these
documents, SCI will then list the
affiliation as official and add it to
the SCI Directory of Sister Cities
by State and Country. SCI char-
ters will be sent to you recognizing
your new affiliation, which can be
exchanged with your sister city.

5= Travel Information: Travel and found an air

purchased by March 1, 1991. Travel had to begin after
April 8 and before May 20, 1991. These tickets are
refundable. Butzier also contacted Carousel Travel in
Richfield and was quoted the same fares on American.
There would be a $25 fee for requesting a refund on a
ticket purchased from Carousel Travel.
Mandl contacted Cori Moline with Group Travel Directors
and was given the same infiormation about the American
air fare. If tickets were purchased through Group
Travel American would give the group a free ticket.
Duffey, Morgan, Mandl, Butzier, and Mayor kirsch have
purchased tickets to go to Costa Rica in May. These
tickets were purchased through Group Travel, and the
user of the firee air ticket has not been decided.
6. Northfiield - San Rafael. Costa_ Rica;
Duffey reported the Northfield Sister City group
received our information and was grateful for our
assistance. Northfield is now in the process of
getting a committee together. John Stull, the fiormer
Mayor, is the Chairperson of the hlorthfiield Sister City
Committee and is interested in possible joint ventures.
7. Public Schools/Team Manae~ement;
Jeannie Ryan of Spartan Elementary contact Duffey to
let her know a school and nature tour to Costa Rica is
being organized. Ryan wanted Duffey to find out if
Ryan should take this to the next Team Management
Meeting. It was decided by the committee it is too
soon to approach the Team Management group with this
tour .
8. Miscellaneous:
Duffey informed the group she had received a post card
from Nuria Vega. She now lives in Washington D. C.
Duffey also added Vega's home town is Heredia.
New Business:
1. Costa Rica Trip.;
The trip is scheduled May 15-22 with a portion of the
group returning May 25. Morgan and Mandl are to write
a letter to Rob Graham of American Airlines thanking
them for the free ticket_ At this point the Mayor was
unsure whether the city would pay for his ticket.
Morgan spoke with Lupita Barahona to let her know we
were sending a group to Heredia, and Barahona was very
exited. Within days Morgan had received books and maps
and video tapes from Barahona_ Tony Andersen will
contact Ballesteros in Heredia to let them know of our
travel plans. The committee should also send a letter
including our plans to Ballesteros. There is also a
possibility Andersen would be able to be in Costa Rica
while we are there.
Morgan thought we should let the Northfield group know
we are going to Costa Rica in May_
The committee discussed what we hoped to achieve on the
trip. It was thought we would like to discover contact
people in similar service organizations, and we also
want to know more about the schools in Heredia such as
how many do they have and who to contact at the various
schools. There was also discussion as to how we should
communicate our objectives.
2. Groin Travel Directors/Lori Moline.
Moline distributed airline tickets to those going to
Costa Rica along with an informational packet_ She
suggested the committee utilize The Central American
Resource Center and The Center For Global Fducation_
The Resource Center in Albuquerque, New Mexico
publishes a good guide to Costa Rica by Tom Barry_
There was an open discussion with Moline about
traveling in Costa Rica. Moline made several
recommendations. She suggested we tour the national
parks with a naturalist guide, and highly urged us to
ride the Jungle Train. Moline thought it would work
best if official meetings were scheduled later in the
day.
Moline also recommended we contact Susan Hartman with
Connect= She has been active in Sister City
International relationships and could possibly assist
the;committee with future direction.
3. Miscellaneous:
Morgan is to contacted Steven Surnmiester at Normandale
who is reportedly eager to arrange for a student
exchange.
Lori Moline also knows of someone who was a Peace Corp
volunteer for two years in Costa Rica helping to
organize the selling of baked goods.
Jim Gilbert is doing a series of interviews on WCCO
radio on Costa Rica at 7=15 on Sunday Mornings.
Next Meeting. Saturday April i3, 199i at 4=00 p.m. in
Conference Room 1 at Richfield City Hall.

Mandl told the group she had been told the Jungle Train
in Costa Rica isn't operational at this time. Mandl is
to call Lori Moline with group travel to verify this
news.
Mandl wrote a letter to Rob Graham and sent it to
Moline. Moline reviewed the letter and told Mandl it
needed to be more specific about possible future group
travel to Costa Rica. Mandl is presently waiting to
hear back from Moline.
Mandl told of a friend who went to Costa Rica and
stayed in San Jose and took day trips to the outskirts
using local cab drivers who spoke English. This cost
about $75/day for the cab. Mandl's firiend wished she
had been better prepared and also wished she spoke
Spanish.
Orchid seedlings are easily .brought back and reportedly
cost $2-3/ orchid.
Janisch has contacted the U.S. Department of
Rgriculture and obtained. an application fora permit to
bring back orchids and other plants from Costa Rica.
Kirchner added there is an orchid grower in Plymouth
who might be helpful in the future.
Duffey raised the question, does the delegation going
to Heredia need to seek City Council recognition or
approval making the trip. Duffey informed the Council
of our travel plans on her last visit to the Council.
It was thought we should consult Jim Prosser concerning
this matter.
6. Northfield - San Rafael, Costa Rica:
Duffey spoke to John Stull informing him we are sending
a delegation to Costa Rica. Stull added Northfield
would be interested in sharing in some joint projects
in the future. Stull told Duffey San Rafael contacted
Northfield about establishing a Sister City
relationship. Presently the Northfield committee is in
the process of drafting goals and resolutions
7. Publicity:
Lauren Michelle Capistrant was awarded honorable
mention for her entry in the City of Richfield Entrance
Sign Contest. Her sign read, "Neighbors forever," with
two houses linked together by a picket fence. The City
Council has directed staff to have two
quilts/wallhangings made using her design. One
quilt/wallhanging will be placed in City Hall and the
other will be sent. to Heredia as a gift to the city.
Dufifiey shared in the current issue of Your City and
Schools there is a picture of the Richfield High School
students recently named to city commissions. Included
in the picture were Mayor Kirsch, Oliveria and Pluhar.
Henderson and Duffey are to contact the Sun Current
about arranging to have an article on our relationship
with Heredia the first part of June.
Duffey and Henderson are going to check on the deadline
for submitting articles for the June issue of Your CltY
and Schools. The committee is hoping to get an article
submitted after the delegation returns from Heredia.
Old Business:
1. Richfield Chamber of Commerce:
The Richfield Chamber has received a letter from Jose
Fracisco Bonilla Vargas, secretary of the Heredia
Chamber of Commerce and Industry. Bill Fillmore,
President of the Richfield Chamber, is very eager to
participate in some fashion with Heredia.
2. Celebration:
Jean Fox has asked Morgan if the Sister City Committee
would want to be apart of the 1992 Ethnic Celebration
to be held next January. Following discussion the
motion was made and seconded that the Sister City
International Committee should accept Fox's invitation
to participate in the 1992 Ethnic Celebration.
Morgan and Fox also spoke about the Fall festival and
Fine Arts Celebration to be held at Veteran's Memorial
Park September 21, 1991. A motion was made and
seconded to further investigate combining our Sister
City Celebration with the .Fall Festival. Morgan is to
contact Fox to inform her of the committee's motion.
The delegation would invite Heredia to the Celebration
while in Costa Rica, The possibility of hosting a
dinner at the Richfield VFW sometime that weekend was
briefly discussed.
New Business-
1. Contract of Friendship:
Morgan read a copy of a Contract of Friendship .Fridley
took to their Sister City and had signed by both
mayors. Following discussion the idea was adopted.
Morgan was to draft the Contract of Friendship and send
a copy of it. with Butzier's letter to 8allesteros.
Next meeting: Thursday May 9, 1991 at 7:00 p.m. in
Conference Room 1 at Richfield City Hall.

Dear Mr. Graham:
I am writing to you on behalf of the Sister City Committee of the
City of Richfield. We area group of nine volunteer residents
committed to the committee's objective "to establish and maintain
with a foreign .city of comparable size and interests an ongoing
sister city relationship for mutual community-wide enrichment
through the development of programs fostering understanding,
friendship, and reciprocity".
We have found in the people of Heredia, Costa Rica an enthusiasm
to share our commitment to develop a "people-to-people"
relationship. From the beginning we have been encouraged by the
officials and citizens in Heredia, by the Honorary Costa Rican
Consul in St. Paul and by native Costa Ricans living in the Twin
Cities to visit Costa Rica. We feel that by doing so early in
our relationship we will be able to establish contacts and
develop projects in keeping with. our "people-to-people"
orientation. A trip would also familiarize us with Costa Rica
and improve our ability to build enthusiasm within our community
in support of future Richfield-Heredia projects.
It is with great enthusiasm that a delegation of seven will be
going to Heredia on May 15, 1991. As a part of ,our agenda, we
plan to .meet with city officials as well as representatives of
community organizations to discuss future exchanges of student
groups, scout groups, sports groups, performing groups and other
special interest groups. We will keep you apprised of future
plans as they develop.
We greatly appreciate your interest and any assistance you can
provide as our Richfield-Heredia projects grow.

City of Richfield. The City of Richfield is purchasing
liability insurance to cover the time the group is
staying in Costa Rica.
Copies of the Contract of Friendship were translated by
Henderson and sent along with a letter written by
Butzier to Julio Ballestero expressing our greetings
and appreciation.
2s Service Clubs: Kirchner suggested we visit the
various local service clubs and present our Sister
City, and encourage the participation ofi these
organizations in the future.
3. Celebration: Morgan reports she has again talked
with Jean Fox and confirmed a tent space for our
committee at the September 21; 1991 festival. The name
of the festival is Cattail Days and will be from 10,00
a. m. to 5:t?Q p. m. at Veterans Memorial Qark. An 8' 7{
12'area will rent for about $30= This is without
electricity but we could use a generator. Ruth Ann
Clay is the person to contact about .renting a tent.
Weibel is to investigate tent rental.
Jean Fox has promised us goad visibility and 30 minutes
from 12=30-1=00 p_m_ to make an announcement. Sister
City will be included in the ad campaign but it is
thought our committee will need to do some advertising
on our own too.
Various ideas for the celebration were discussed.
Morgan suggested we have balloons with Richfield and
Heredia printed on them. At Insty-Print the price ofi
the type set needed would be $10. Andon can print the
balloons. They would print 500 balloons fior $94 the
helium tank would be extra. Andon would charge $30 for
the plate. Kirchner to do a price check on balloons
with the Paper Warehouse.
~upita Barahona added the committee could borrow
various items from Tony Andersen's office. Items
a~a~ailable include posters, music, ox cart, videos and
dresses. We also have the flowers and banner used Y.n
the 4th of July Parade.
Butzier is to check with Betsy Christianson to inquire
about regulations for serving food_ The committee
hoped to serve Costa Rican coffee, some type of fruit
drink and crackers=
The possibility of selling memberships was discussed.
The committee also would like to display the flag of
Richfield and the flag of Heredia .
The Sister City Committee would host a dinner Saturday
introducing our quests from Heredia to the people of
Richfield. Social hour would be at 6.30 p.m. with
dinner to be served at 7.00 p, m~ A similar dinner
held by The Friends of Woodlake was a great success!
Ann Sigford who help organize that event said
daorprizes were either donated or purchased with funds
donated by local companies.
The motion was made seconded and passed to invite Jim
Gilbert of WCCO Radio to act as master of ceremony for
the dinner=
Decorations at the dinner could include posters,
balloons and flowers. Duffey to contact Richfield
florists for donations and/ar prices of center pieces
to later be given away a door prizes.
Ideas fior entertainment include Costa Rican dancers and
asking Tony Andersen to speak fallowing the dinner.
During the social hour a continuous slide show was
discussed as a possibility.
Who to include on a mailing list far the Saturday
evening dinner was briefly discussed. Schools and
Richfield Chamber of Commerce and other service
organizations need to be included on our mailing list.
Duffey is to check with the Sun Current to fiind out the
going rate for a 1/2 page add.
Kirchner says we need to ask the Richfiield Sank to
reserve their sign by July if we are going to use it
for advertising.
Morgan is to check with the Richfield VFW and American
Legion for an projected cost and then will reserve a

1. Funding:
® Weibel reported contacts made with Senator Durenberger's office
(Christine in the local office and Paul in the Washington
office). Weibel received a letter indicating their willingness
to help and that a set of forms will be sent to us.
® Kirchner reported that Karen Humphries in Durenberger's local
office has offered to help us.
o Morgan received the form to apply for funds from The Richfield
Foundation. The application is due July 1, 1991. The
Foundation has a total of 52,000 available to applicants.
Morgan read the stipulations and the questions contained on the
application. There was discussion on possible requests
including printing costs and expenses related to our
celebration and impending visitors from Costa Rica.
® Oster moved that three people meet to prepare the application.
Weibel, Morgan and Janisch agreed to do so. Oliveira
volunteered to assist this committee.
2. Brochure•
® Duffey.reported that the Visions 2004 Committee has postponed
indefinitely the printing of a community brochure. We will be
notified by them when they return to this project. However,
they indicated that they had writers available to assist us.
Duffey is to check on the specifics.
® Duffey, Mandl and Janisch are to proceed on the layout of our
own brochure.
~ Mandl will contact the sister city offices in Minneapolis, St.
Paul, Fridley and Maple Grove to request samples of
informational pieces they have used.
3. Special Olympics:
® Oster is working on a video tape to publicize the Special
Olympics. Portions of the tape were shot in Richfield and the
video will be shown on cable t.v.
® Oster reported that Special Olympics pins are being sold for $4
as a fund raiser.
4. Publicity:
e Morgan submitted a 500 word article to the Minnesota-Costa Rica
Expression.
® Duffey and Henderson are to submit an article to Your City and
Schools for the August issue.
® Minneapolis Star Tribune will have a notice in the Suburbs
Thursday Briefing.
® Richfield Current will have an article based on an interview
with Morgan and Kirsch.
® Morgan will be featured on a five minute interview on Southwest
Community News on channel 34.

1. Service Clubs:
® Duffey was contacted by Morrie Nilsen of the Rotary Club. They
are interested in supporting some form of international project
in the next year. Duffey and Weibel will attend their June
20th meeting. Mandl has name and address of contact person for
the Rotary Club of Heredia.
® The Richfield Rotary expressed a willingness to host our Costa
Rican visitors for a Thursday morning breakfast.
® Morgan requested that all committee members be involved in
approaching local organizations to tell them about our sister
city connection, to solicit ideas for their involvement and to
enlist their support for our celebration.
® Morgan will contact the Chamber of Commerce, VFW and Richfield
Tourism Board.
® Kirchner will contact the Kiwanis, American Legion, Minnesota
Valley Women's Club and the Exchange Club.
® Weibel will contact the Federated Garden Club.
® Mandl will contact the Campfire, Girl Scouts and Richfield
Historical Society.
® Oliveira will contact the Boy Scouts.
® Oster and Kirsch will contact the Optimists.
® Butzier will contact the Richfield Women of Today.
® Janisch has contacted E. J. Plesko & Associates (Market Plaza)
and they offered the use of an apartment during the Costa Rican
visit. Their party room is also available to ws.
2. September 21st Celebration:
e Weibel was unable to secure a donated tent for our use at
Cattail Days.
® Oliveira will contact the Boy Scouts about borrowing a tent.
® Kirchner contacted the president of The Paper Warehouse
concerning balloons and paper products. He offered to give us
a good rate on paper products. However, balloons will not be
allowed at Cattail Days.
® Kirchner reported the following information from a Cattail Days
meeting: Jim Grimes is the food chairman; we need to choose a
restaurant to supply our food; the fee is $65 if we work in
cooperation with a restaurant, $50 if not in cooperation with a
restaurant; a $25 deposit is due with our application. Morgan
will contact Grimes to find out what we can do on our own.
® It was suggested that we could sell coffee, fruit punch,
cookies, chips with bean dip.
3. September 20th Dinner:
® Morgan contacted Jim Gilbert about being the M.C. He declined
due to a job change but will recommend someone else. Gilbert
is leading a trip to Costa Rica in October.
® Possibilities for a dinner program include Tony Andersen,
Lupita's slides, Costa Rican dancers, Epic Ministries,
introduction of guests, Oliveira's swing band.
® Duffey will check on Costa Rican dancers.
® Kirsch will be the M.C.
g Duffey contacted Nancy Griemann at Richfield Floral. They are
willing to do something for us. Duffey will get back to them
with specifics.
® Duffey reported on ad rates for the Sun Current.
® Duffey and Henderson article for Your City and Schools is to
include a dinner reservation form.
® Morgan will get reservation form to Duffey for the Community
Education brochure.
e Mandl and Janisch will take reservations for the dinner.
® Batchelder will contact Mandl concerning how checks should be
made out.
® The dinner should be publicized on the sign at RBT and the Hub.
® Morgan and Kirchner visited possible locations for the dinner
including the Bloomington Knights of Columbus Hall, Richfield
Community Center and Hope Presbyterian Church. The committee
chose Hope Presbyterian Church. They can seat up to 350 people
at round tables and there is excellent parking. Use of the
hall will be $50-100 and the use of the kitchen will be $50.
Morgan will confirm with Pat Peterson.
® Mandl is to contact Rose Burns Catering, Simmons Catering (now
Classic Catering) and Eilene Westberg.
® Suggested menu included baked chicken breast with wild rice,
green beans almondine, tossed salad, apple pie/apple crisp and
beverage.
4. Bylaws:
® Morgan received a letter from Jim Prosser mandating a Change in
all commission bylaws to clarify the role of student
appointees. Mandl and Morgan will rewrite the bylaws to
conform.
5. Sister City International:
® Butzier is to get more information to see if we want to
consider membership in Sister City International.

7. Costa Rican Visitors:
® Butzier is to fax Ballestero to inform him of September 20
dinner, September 21 celebration, request arrival date and
duration of visit, request an agenda and find out how many
visitors we can expect.
® Morgan and Kirchner proposed agenda ideas including a pot luck
dinner and program with host families at Wood Lake Nature
Center and a picnic with families at a park. Tour suggestions
from the committee included Byerly's, State Capitol, Como Park,
Japanese Garden, schools, Omni Theater, Richfield Water
Treatment facility, Bartholomew House, a farm and an apple
orchard.
8. Lori Moline Trip:
® Mandl presented information received from Moline concerning a
trip to Costa Rica in August.
9. Pins:
® Mandl presented information and samples of pins available
through Carol Scanlon. The committee expressed interest in the
production of a pin incorporating the flags of the United
States and Costa Rica. Kirchner will provide Mandl with
information from Bill concerning another company that has
produced flag pins. Discussion was tabled pending funding.
10. Funding:
® Kirsch is to contact the City Attorney and the City Manager to
clarify how funds can be secured for Sister City. Kirsch will
also investigate the advantages and disadvantages of forming
our own corporation and/or membership group.
11. Presentations:
® Kirsch presented the Richfield Chamber of Commerce with the
plaque from the Heredia Chamber of Industry and Commerce.
~ Kirsch will present our Richfield produced video at a meeting
at the VFW on June 26th. The program will be on the Special
Olympics.
® Kirsch presented Morgan with a framed document naming her as
Richfield's Ambassador to Heredia.
12. Future Meetings:
® Full committee meetings were scheduled for July 18, August 15,
August 22 and September 12.

I. Committee Members
This committee shall consist of nine members selected by the City
Council through application and interview process. Each member
shall serve for three years staggered so there are three new
members appointed each year.
Two high school students shall be appointed to serve as liaison
members for a term of one year.
Addendum under Meetings regarding quorum:
7. Students should not be included when determining a quorum.
8. Students shall have the same voting rights as other members.

HISTORIAN/PUBLIC RELATIONS OFFICER A historian/public
relations officer shall be elected at a meeting in February for
a term of one year. The duties of this office shall be to:
1. Keep a scrapbook and records of activities of the
committee.
2. Arrange for publicity and press releases regarding
activities of the committee. --
3. Carry out those additional duties which the committee
may from time to time recommend.
RESIGNATION OF OFFICERS:
If the Chairperson of the Sister City International Committee
resigns or retires from the commission before the next regular
organizational meeting, the vice-chairperson shall automatically
' become acting chairperson and a new officer will be elected to
the vacated position at th8 next regular meeting of the
committee.
If the Vice-Chairperson, Secretary or Historian/Public Relations
Officer resigns or retires from the committee before the next
regular organizational meeting, a new officer shall be elected
to the vacated position at the next regular meeting of the
committee.
CITY COUNCIL/CITY STAFF SUPPORT
The Mayor and City Manager shall represent the City of Richfield
as ex-officio members to the committee. They shall act in an
advisory capacity, and have no voting powers. Meeting notice
mailings, copies of minutes and all other information for the
committee shall be prepared and mailed by a city staff member.
MEETINGS
1. There shall be at least one regular meeting in each calendar
month unless a quorum of the members agree otherwise.
2. The meetings shall be held on the t~hird.~ Thursday of each
month at 7:00 p.m.
3. All regular meetings shall be open to the public.
~. The committee may hold special meetings to complete or
initiate business at the call of the chairperson, or upon
the request of three (3) members of the committee.
5. Each member shall~be notified by telephone at least 4$ hours
previous to any special meeting, of the time, place and
purpose of same.

ATTENDANCE
1. In the event that a member misses three consecutive

period, the committee may request the city council to
replace that member.
The person shall be given written notice regarding his/her
absenteeism by the chairperson prior to the committee
requesting that the council replace the member. Ample time
of 30 days shall be given to the member for a response to
the committee before an action is taken.
2. The chairperson shall be notified prior to a meeting if a
member will be unable to attend the meeting.
COMMITTEES•
1. Various sub-committees may be established from time to time
if the need arises. The duties and responsiblities of
the committee shall be defined at the time of their
formation.

The meeting was called to order at 7=03 by Chairperson

Ethnic Geleba^ati_o_n: Jean Fox informed the commission how
the Ethnic Celebrations began and how the Human Rights
Commission is expanding the event in January 1992. Last
years Ethnic Celebration was held in the Richfield High
School and approximately 80O people attended. Pa~ograms from
the 1991 Celebration were passed out. A grant has been
applied for through the Metro Regional Arts Council, and
with these funds the Human Rights Commission hopes to bring
Yolanda King, Martin Luther King's youngest daughter, to
Richfield for the 1992 Celebration.
Fox invited the Sister City Commission to consider
participating in the 1992 Ethnic Celebratian as a co-sponsor
or by setting up a booth about Costa Rica=
Margan thanked Fox fiar coming and explained the Sister City
Commission would discuss her invitation and get back to her=
Following discussion the motion was made by .Oster and
seconded by Sutzier that the Sister City Commission
participate in the 1992 Ethnic Celebration and give fiuture
consideration to being a co-sponsor for the 1993 Ethnic
Celebratian= The motion was carried.

Kirsch presented information compiled by Batchelder and
Prosser concerning the handling of funds= It was decided to
develop a subcommittee following the September events to
further study this information.
The City of Richfield has opened a Temporary Financial
Account for the Sister City Commission.

Duffey and Mandl presented the proposed brochure to be
distributed at Cattail Days
Mandl contacted Minneapolis, St. Paul, Fridley, and Maple
Grove and none of those contacted had ever designed a

Liquors and Hansen Ruto Spa about using their signs far
publicizing the dinner.
Old Business:
1. Service Clubs:
Mangan wrote a letter afi introduction to be sent to various
organizations prior to speaking to them about our Sister
City relationship.
Weibel and Duffey spoke to the Rotary and haven't heard back
yet_ Duffey will send a copy of Morganys letter and the
name of the Rotary President in Heredia.
Mandl hasn't been able to contact the Campfire Girls, Girl
Scouts or the Richfield Historical 5vciety because they
don't meet in the summer=
Oster and Kirsch will contact the Optimists.
Morgan will speak with Bill Filmore with the Chamber of
Commerce, the Richfield Tourism Board Larry ~ielke) and the
Richfield VFW.
Morgan reported John Hamilton has donated a 6 passenger van.
8utzier will ca~itaeted the Richfield Women of Today. The
Richfield Women of Today are putting together a cookbook
possibly we could get a couple Costa Rican recipes
submitted.
2. Banks:
The letter written by Morgan will be sent to the banks in
Richfield and then (allowed up with a phone call. Morgan
put together a proposed budget to give to the banks.
Morgan wi11 contact the Richfield Bank, President Martin
Chorzempa, and First Star Sank.
Mandl will contact the Richfield Bloomington Credit Union
(Dick Fransmeyer).
8utzier will contact Norwest Bank.
3. Cattail Days
Due to Oliveria's absence it's not known ifi there is a tent
lined up for the event. Oster is to contact the Boy Scouts
either Warren Kirk ar Wally Hauts_ Oster to inquire if
Scouts can set up the tent by S AM and take it down at a PM.

get a group ofi kids to sing a song or two and then treat
them to something_ We will need a microphone and a piano at

5. Bylaws:
The motion was made, seconded and passed to accept the
following changes in the bylaws:
I, Commission Members
This commission shall consist of nine members selected
by the City Council through application and interview
process. Each member shall serve for three years
staggered so there are three new members appointed each
year .
Two high school students shall be appointed to serve as
members f o r a term of one year
Addendum under M~etinc~s regarding quorum:
7. Students should not be included when determining a
quo rum .
8. Students shall have the same voting rights as other
members .
In addition we would drag the use of the word International
and when ever the word Committee appeared it would be
changed to Commission_

Mandl phoned several pin dealers and found the best price
could be had with Hook-fast Specialties, Inc. in R. I. The
company also promises speedy delivery. The price per pin
~Girchner is to contact Paper Warehouse concerning the cost
of paper products, coffee stirrers, and mylar parrot
balloons. It was decided to use white paper products:
The tent will be decorated with posters and maps of Costa
Rica as well as balloons. The brochure designed by Mandl,
Duffey and Janisch will be available at the tent.
Presently we are scheduled tv be on stage at 1:30 P_M.
Krisch is going to speak, and Morgan will introduce our
guests from Castes Rica. Hopefully, Tany Andersen and ~.upita
Barahona will also be able to speak=
Butzier reported she has submitted the application to sell
food in our tent for the event. Olinger's Bakery has agreed
to sell the commission cookies, brownies, and pastries at
cost and split the $bS fiee_ We still need to find tables
and a coffee maker and storage containers for the coffee at
the site. Oster is going to check into getting some bananas
donated to sell on use as decorations.
~t. September ~Oth Dinner=
The dinner will be held at mope Church with social time at
b=30 P_M. and dinner to be served at 7:00 P.M. Mandl
contacted several area caterers and went with Elaine Olson,
the Hostess for Hope Church. She was flexible, highly
recommended and the cost was reasonable. The cost per
person will be $7.50 plus $SO for the room charge.
The menu is as fivllows~
Baked chicken breast with white ar wild rice
Green beans almondine
White and wheat rolls and butter
Cranberry fella mold
Apple crisp
Citrus punch
Red and blue tablecloths and white napkins will be used.
Table decorations will include a Costa Rican and a U= S.
flag. Morgan will contact Barahona tv find out where she
had found Castes Rican flags and bases for the flags. Duffey
will contact Richfield Floral about greenery for the tables,
and about getting flowers for each Costa Rican guest.
The dinner will be served by the church high school youth
senvers_
Tickets for the dinner will be designed and printed by
Mandl.
An ad far dinner tickets will appear in the next issue of
Your City and Schools. Mandl's and Janisch's phase numbers
will be listed_ The ticket requests will be sent to
Duffey's address_ The deadline far ordering tickets is
September 10, 191_ The price of a ticket is $15. Name
tags can be obtained from City Hall. As orders for tickets
are received name tags will be made out and the purchased
tickets will be mailed. Checks far the dinner tickets
should be made out to the "City of Richfield'° and be
deposited in the Temporary Financial Account.
The Community Recreation and Education publication will sat
place an ad in their next issue.
There are no Castes Rican dancers in the area now. Oliveria
is still wanking on getting his swing band to play for the
dinner_ Jeanie Ryan has contacted Duffey asking if they can
would be $1.35. Mandl is to send Haok-fast a letter to
inquire how quickly they could send us 2~G puns.
Miscellaneous=
Morgan received a letter from 5t. Vincent DePaul Hospital in
Costa Rica requesting financial assistance in purchasing an
~~C doppler for the department of Cardiology. It was
decided to pass the letter on to 8arahona_

CITY OF RICHFIELD
SISTER CITY COMMISSION
AUGUST 22, 1991
The meeting was called to order at 7:07 p.m. by Chairperson Dona
Morgan in the lobby conference room of Richfield City Hall.
Present: .Mandl, Oster, Kirchner, Janisch, Morgan, Duffey, Mayor

Absent: Henderson, Weibel
Excused: Butzier (When Morgan returned home she had calls on her
answering machine from Pluhar and Oliviera; they were therefore
excused.)
Minutes: The minutes of the August 15, 1991 meeting were
approved as corrected.
Guests•
1. Evelyn Fladland (quilter) visited the commission and showed
the work in progress on the quilt to be presented to the Costa
Rican. delegation at the Friday, September 20 dinner. The quilt
is near completion and it was felt by commission members that
some sort of plaque or tag identifying the quilter should
accompany the quilt.
2. Morrie Nilsen, International Service Committee Chair for the
Richfield Rotary Club, visited the commission on behalf of the
Rotary. Nilsen said he sees the Costa Rican visit as a good
opportunity for Rotary to get involved by helping to host the
group. He offered a Thursday morning breakfast (7:00-8:15 a.m.)
at the Decathlon in Bloomington. They need to know numbers two
days in advance. The breakfast needs to be approved by the
Rotary Board, but Nilsen felt this would not be a problem.
Reports•
1. Funding:
e Morgan received a $400.00 check from Richfield Bank.
Thank you to be sent immediately (attention of Marty
Chorzempa).
® Mandl to send formal letter of request for funds to Dick
Franzmeier, Bloomington-Richfield Credit Union.
® Leeann Chin's will get back to Morgan on Friday, August 23
about a possible dinner donation and/or raffle donation.
e Kirchner contacted Jane Butterfield of the Federated
Garden Club. They don't know how they can fit financially
into the program at this time, buy may look into a "seed
exchange" as a possible future project. Kirchner has
suggested to them that even a simple coffee hour and
nature tour would be nice.
® Kirchner also contacted the Minnesota Valley Federated
Woman's Club of Richfield, informed them of the program
and discussed possible involvement. The Sister City
program will be presented at the August board meeting.
The September 10 general meeting will feature Jim Gilbert
as the speaker.
s Mandl heard from Lori Moline of Group Travel Directors who
would like to be involved with our group on a more
personal level. She is not in a position to host a
visitor at this time, but would like to attend and bring
dishes for the pot luck, etc. Moline is going to put a
notice in the company newsletter that we're looking for
funds.
2. Pins
® Mandl informed the commission that the friendship pins
with .the Costa Rican flag are available with or without
the center crest. Following discussion it was decided
Mandl should order the pins without the crest for this
first order. We can always change to the crest on a
subsequent order.
3. Brochure
e Completed brochure was passed around by Duffey .for
additional signatures. Brochure is now ready to take to
the high school for printing.
4. Invitations
® Duffey showed samples of paper selected for dinner
invitations and R.S.V.P. cards. Envelopes in the same
color were not available. Kirchner suggested Duffey
contact Clinton Press for envelopes as they might have a
wider variety from which to choose.
® Discussion was held on the invitation list. Anyone with
more suggestions should call Duffey.
® It was decided the-order should be increased from 75 to
100 or 150. Invitations, R.S.V.P. cards and tickets
should be printed by early next week.
5. Publicity
e Since the commission was not sure if we had space reserved
on signs, Kirchner is to contact Paul Hansen, and Morgan
will call the Hub Center and also Bill Fillmore for space
on the liquor store signs.
® Posters are up at the library and at City Hall. Mandl
took two posters and Duffey has one left if anyone has a
place in mind where they'd like to post it.
6. Service Clubs
• Oster had no report yet from the Optimists. They are
meeting Tuesday night.
• Federated Garden Club (discussed under Item 1. Funding).
• American Legion. Duffey submitted a new letter (composed
by Butzier, Morgan and herself) as requested by the
gambling board. She is to call the Legion by the end of
next week if she hasn't heard from them first.
• Kiwanis and Exchange were contacted by Kirchner who is
waiting for a response.
• Oster has made contacts on tents but has received no
commitments.
7. Cattail Days
• Sign-up sheet was passed around for time slots in working
the booth. Sign-up sheets were also passed around for the
various day tours, as we should have some committee
members with our guests each day.
8. September 20 Dinner
• Morgan and Duffey are to attend a meeting at Spartan
Elementary on Monday, August 26, to invite them to
participate in the program by having children sing.
• Tickets and invitations (discussed under Item 4).
e Discussion held on best way to disperse Costa Rican guests
in order that some would be at each table. It was decided
to use table numbers on the name tags of Costa Rican
guests only.
• Programs to be compiled, designed and produced by Morgan,
Mandl and Kirchner.
e Motion by Duffey/Oster that the four band members' dinner
costs be absorbed by commission. Carried. Kirsch to
check if City will cover meals for Fladland and Capistrant
and her parents as the quilt was a City project.
• Discussion held on cost of tickets for commission members
was tabled.
New Business
1. Raffle
• Morgan and Janisch have been contacting businesses to
donate raffle items.
m It was decided that donated items are to be a separate
raffle, not held in conjunction with the sale of pins.
s Mandl to be chair of raffle and produce signs.
s Raffle to be drawn about 4:30 p.m. Saturday at booth.
® It was agreed that the pins should also be available for
sale at the dinner on Friday night.
2. Agenda
e The agenda committee met before the regular board meeting.
Janisch is chairing committee. A tentative week long
agenda was introduced-with changes to be made as needed.
The committee will have ongoing meetings and will present
a more concrete agenda when everything has been confirmed.
3. Plaque
s Morgan asked for input on wording for the plaque to be
presented on September 20. After some brainstorming, and
after consideration of the fact-that some members had been
in the meeting for 4~ hours, it was decided anyone having
more ideas should contact Morgan.

Minutes: The minutes of the September 12, 1991 meeting were approved.
Reports:
The celebration with the Costa Rican guests was reviewed. Donations
were reported to total $1,506. Expenses were not yet tallied. Al Oster
graciously agreed to put together a financial record of the celebration.
Cynthia reported the pins had cost $270'. Receipts from sale of pins
were $193.70. The remainder are available for selling at any time.
Agenda and dinner program: It was agreed to make final corrections for
historical recording.
Mayor Kirsch reported on his presenting to Maria (Costa Rican guest --
15 years old) a certificate from the Council in appreciation of her
great help in translation during the visit. Marty sent to the principal
of Maria's school a letter of appreciation. It was agreed she was
invaluable as a gracious, interpreter.
Ethnic celebration -- Martin Luther King Day: Do we participate in
January? It was recommended that Martha inform ethnic celebration
committee that we are interested in an informational booth and sell pins
if that is permissible.
At the Council meeting (October 14, 1991), Tony Andersen will present to
Richfield a decorative ox cart to be used in future programs.
Discussion of where to store the ox cart. Committee should research
possible storage plans.
Van Henderson will be moving from Richfield so she should submit her
resignation to City Hall. r

SISTER CITY COMMISSION
DECEMBER 19, 1991
The meeting was called to order at 7:06 p.m. by chairperson Dona
Morgan in the lobby conference room at Richfield City Hall.
Present: Duffey, Morgan, Oster, Mandl, Kirchner, Janisch
Excused: Weibel, Pluhar
Absent:. Oliveira, Butzier
Minutes: Minutes of the November 21, 1991 meeting were corrected
and approved..
Reports•
1. Al Oster updated the financial report. New balance is
$1,323.41.
2. Ethnic Celebration: January 18,.1992 at the high school, 1:00-
4:00 p.m. We will .have a 3' x 6' table. We will sell pins,
display things from Costa Rica and distribute brochures.
Duffey will arrange for brochures for the celebration.
3. Discussion of follow-up on letters sent to Costa Rica students.
4. Discussion of follow-up on proposed comparative analysis of the
educational systems of Heredia and Richfield. Mayor of Heredia
initiated such proposal. Janisch will be working with Dick
Maas and thus act a liaison 'from the Commission to the project.
New Business:
Correspondence was read from:
1. American Legion, Post 435 regretting their not being able to
help with financial support.
2. Julio Ballestero, Heredia, regarding support for a building for
.establishing an institution to treat alcoholics. They will
keep up posted.
3. P. J. Distributing Co. who makes and provides gifts for
presentations.
4. Letter of resignation from .Martha Butzier. Such letter also
sent to the City Council.
Next Meeting: January 16, 1992, 5:00 p.m. (preceding dinner at the
Community Center) in Conference Room #1 at Richfield City Hall.
