2022-04-27 Richfield Charter Commission MinutesRichfield Charter Commission Meeting Minutes April 27, 2022 Present: Martin Kirsch, Reed Bornholdt, Donna Drummond, Lisa Rudolph, Ken Severson, Michael Ulmer, Sidney Rehwaldt, David Lamberger, Brandt Krueger, Michelle Dowell, Rori Coleman-Woods, Gordon Vizecky, Bill Bullock Absent: David Gepner (excused) Guests: Chris Swanson, City Attorney Mary Tietjen The meeting was called to order by President Martin Kirsch at 7:00 pm. Old Business Minutes from the meeting of March 1, 2022 were reviewed. A motion to approve was made by Gordon Vizecky and seconded by David Lamberger to approve as written. The motion was approved. New Business City Attorney Mary Tietjen reviewed suggested changed to the bylaws of the Charter Commission. Her changes were highlighted in red based on the commissions meeting on March 1, 2022. Vizecky moved approval of the proposed changed and to adopt the updated bylaws, seconded by Michael Ulmer. The motion was approved unanimously. Tietjen then moved on to proposed changed to the City Charter. She updated section 2.06, struck out section 3.065, and added references to sections 3.09, 3.11 and 9.01. Comments from the commission included changing the word “district” to “ward” in section 02.03, and “mayor pro-tem” in place of “president” in section 2.06. It was also discussed changing the term “shall” to “will” throughout the document as “shall” was thought to be a dated term. A motion was made by Sid Rehwaldt and seconded by Ulmer that the Executive Committee of the Charter Commission take these changes to the City Council at an upcoming study session for action. The motion passed and a tentative study session of July 12, 2022 was discussed. The City Council will then review the draft and any feedback they have can be incorporated into the final document. Chris Swanson addressed questions on the appointment process for the Charter Commission. City staff will confirm eligibility (in terms of residency) before forwarding applications to the Chief Judge of Hennepin County and will follow up with the judge’s office if no response is received. City staff will also forward copies of to the applicant as well as the President of the Charter Commission. A motion to adjourn was offered by Vizecky and seconded by Ken Severson.
