RESOLUTION DIRECTING THE CITY MANAGER TO INCORPORATE ALLOCATED
AND AVAILABLE AMERICAN RESCUE PLAN ACT FUNDS AS PART OF
REGULAR BUDGET PROCESS
WHEREAS, Congress adopted the American Rescue Plan Act in March 2021
(“ARPA”) which included $65 billion in recovery funds for cities across the country; and
WHEREAS, on June 28, 2022, the City of Richfield received its final allocation of
ARPA funds in the amount of $1,986,423.23, bringing the total amount of ARPA funds
received by the City to $3,972,846.46; and
WHEREAS, in its April 2022 report of ARPA funds, the City elected to utilize the
standard allowance authorized under the Department of the Treasury’s Final Rule on
use of ARPA funds, allowing the City to expend ARPA funds for the provision of
government services; and
WHEREAS, City Council has been presented and approved various project
proposals for ARPA funds; and
WHEREAS, the ARPA funds will incorporate into appropriate budgets and
proceed in implementing these projects; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield,
Minnesota, authorizes the city manager to incorporate the city’s allocated ARPA funds
in accordance with the fund’s grant requirements and standard budget process.
