Richfield Friendship City Commission
Present: Dave Delzer, John Sells, Carol Mortenson, Bill Bullock, Mayor Kirsch
The meeting was called to order at 7:15 p.m.
Election of Officers
The following officers were elected for the. coming year:
Chair Bill Bullock (pending reappointment by City Council)
Vice Chair Dave Delzer
Secretary Carol Mortenson
Treasurer John Sells

The following changes to the- by-laws were read:
Entire document
Change all references from Sister City to Friendship City.
Delete the word "person" from the Chair and Vice Chair titles.
Secretary
Change #1 to read "Take minutes and maintain attendance records at each meeting of the
Friendship City Commission."
Meetings
Add new paragraph - "If the Chair and Vice Chair are both absent, the Secretary will
serve as temporary Chair for that meeting. If the Secretary is also absent the Treasurer
will then serve as temporary Chair."
Attendance
Change to read "three ~ nonexcused meetings or 1/4 of the meetings in any 12
month period..."
Amending By Laws
1. "These articles can be amended by approval of a simple majority of the commission
membership."
These proposed changes to the by-laws were moved by Sells, were seconded and
approved.

Ethnic Festival
An Ethnic Festival is being scheduled for Sunday, March 19t'' from 11:00 to 5:00 at the
Richfield High School. We discussed having a table at the event to further promote the
commission. Bill will contact the event organizers to get. invited to attend. John
volunteered to staff the table from 11:00 to 1:30, Dave volunteered from 1:30 to 3:00, and
Carol also agreed to make herself available (Bill needs to check his work schedule but
plans to be able to attend).
The meeting was adjourned at 8:40 p.m.

Meeting called to order at 7:04 p.m. by the Chair.
Members Present: Bill Bullock (chair), David Delzer, Beth Gleseke, Carol Mortenson, John Sells, Cynthia
Mandl (ex-officio member), and Mayor Martin Kirsch (ex-officio member).
Members Absent: None
Secretary's Report: Motion made, seconded and adopted to accept report as printed.
Communications from Heredia:
None
update on Sculpture Garden: Ten sculptures by nine artists will be on display in September, at 66th St. and
Lyndale Ave. The Garden may or may not be completed by the spring or summer of 2001, and will have
five benches along with the sculptures in the Garden. May have a picnic at the Garden when dedicated.
Review of Minnesota Friendship City Annual Meeting: The Roseville Commission is not very well
organized and they are having communication problems.
Discussion and Action Regarding Commission Checking Account: A motion was made, seconded and
adopted to write a check to Cynthia in the amount of $38.89.
Discussion and Planning for Participation in Cattail Dam: Basically what we did for Cattail Days last year.
We need to get a table and small tent, get more coffee, and go over to our locker, and so on. More will be
discussed about Cattail Days at our next meeting. Cattail Days will be held on Saturday, September 16.
Other Business:
* Cynthia said the group in Heredia needs to organize better and needs to keep in touch with our
commission.
* On Monday, July 17, a 20 year old male arrived in Richfield for two weeks. However, home
stays are not the focus of this commission, but we do not want to upset our visitor.
* A troop of Boy Scouts from Costa Rica may be coming to Richfield next week, but there are
culture problems to be dealt with.
* It was discussed, as to what the commission wants to accomplish in the next twelve months;
involvement with the Lion's Club, establish pen pals in Costa Rica.
* The Mayor of Heredia wants to establish trade relations.
* Beth wants to know what other communities are doing. Check with the Bloomington r Sister
City Commission on their activities.
* Mayor Kirsch wants a better relationship created with Heredia.
* Heredia Park Equipment Dedication will be held at 6:30 p.m., Monday, July 24. The park is
located at 67th St. and 5th Ave.
* Commission has an appointment with the City Council at 6:30 p.m., Monday, August 14. Bill
must attend ,because he is the chair, but other commission members can also attend.
Meeting adjourned at 9:02 p.m.
