77-5831R75 RESOLUTION NO. 5831 .RESOLUTION AMENDING RESOLUTIONS NUMBERS 4960,-5100,: and 5231 - ESTABLiSHI'NG A PARK AND RECREATION ADVISORY COMMISSION WHEREAS, by Resolution Number 4960 passed by the City Council of the City of Richfield, April 9, 1973, the Richfield-Park .and Recreation Advisory Commission was established-and `directed as to membership and purpose,-and WHEREAS,. by Resolution Number 5100 of the City Council of the City of Richfield, the membership of the Richfield Park and Recreation Advisory Commission was amended from .seven regular members and four ex-officio members to nine regular members and four ex-officio -members, and WHEREAS, by Resolution Number 5231 of the City Councii of the City of Richfield, the membership of the Richfield Park and Recreation Advisory Commission was amended from nine voting regular members and four voting ex-officio members to nine voting regular members and four non-voting ex-officio members, and WHEREAS, the City of Richfield has, from time to time,: found it to be in the best interest of the community to establish additional `advisory .commissions including, but not limited to, a Richfield Advisory Youth Commission, and WHEREAS, said Richfield-Advisory-Youth Commission has had difficulty over the years in maintaining membership and purpose, and WHEREAS, it has been determined that youth .representation in an advisory capacity continues to be in the best interest of the community, and WHEREAS,, discussions with former members of the Richfield Youth Advisory Commission, members of the Richfield Park and Recreation Advisory Corrunission, the staff of the park and recreation department, the City Council- of the City of Richfield have determined a change in policy regarding such youth representation can best be served by amending the membership of the Richfield Park and Recreation Advisory Commission, NOW,. THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota, that amendments to the establishment of the Richfield Park and Recreation Advisory Commission be made as follows: 1. There is hereby created a Park and Recreation Advisory Commission. 2. The Commission shall serve in a direct advisory capacity to the city council. Staff services for the Commission shall be furnished by the park and recreation department of the city. 3. The Commission shall consist of eleven (11) regular members, all of whom shall be residents of the City of Richfield. They shall be appointed by the city council and shall be subject to removal, with or without cause, by the city council. In making appointments to the Commission, the city council shall undertake to secure a representative balance among various groups and interests within the community. Two (2) of the eleven (11) RESOLUTION No. 5831 -2- / O ~. regular members shall be youth. !Nine (9} of the a even (11) regular members shall be adults, and the~lcity council shall give due regard to representation from (a) senior citizens, (b) handicapped persons and parents of mentally and physically handicapped persons, (c) the business community, (d) the public and pr'~~ivate schools, (e) the community's athletic organizations, (f) the ;clergy and (g) homemakers. In addition to the eleven (11) negular members oSucheex~officionmembersal1 have three (3) non-voting, ex-officio members. shall be selected as follows: One member shall. be appointed by .the city council. from ..among .its. members; 'one shall be appointed by the school board from among its members and one shall be appointed by the Planning Commission from among its members. 4. Regular members shall be appointed in Januaexceftednhtheacase ofethety council to serve for three (3) year terms,.. p original Commission. The regular members of the original Commission shall serve staggered terms as followembersrshall)beeappointedlforetwopyeared for one year terms; three (3) m. terms; three (3) members shall be appointed for three year terms. Terms of the members of the Commission shall begin on the first .day of February of the year of appointment and ha17 continue until the first day of February of the year in which Their appointment expires, or until their successors are selected, subject, however, to prior termination as other- wise provided in this resolution. Selection of ex-officio members shall be made annually and, insofar as possible, in January. of each year, with such ex-officio members serving for a term of one year or until their successors are appointed. 5. .The Commission, shall be advisory to the amsyandufinan~esmatItrshalladeng to park and recreation facilities, progr velop and review, in accordance with all state and local requirements, plans for the acqufisition and development of parks and. recreation facilities and make recommendations thereon to the city council. It shall also develop and review park and recreation programs and activities and make recommenda- tions thereon to the-city council. It shall also investigate. and make recommendations to the city council oncludinatthe reviewdof therfinancial recreation facilities and programs, in g operations and maintenance of ',the nature center, swimming pool and ice. arena, which is referred to it by the city council. 6. Any of the following shall cause the office of a regular member to become vacated: a) Death.. b) Disability or failure to serve, showCommissionrwithouttwrdttenee (3) consecutive regular meetings of the permission of the Commission to be excused. c) Removal of legal residence from the city. ii RESOLUTION N0. 5831 -3- d) Resignation in writing. e} Removal by the city council. f) Election or appointment to a public office. ° Passed by the city council of the City of Richfield this 12th day of December, 1977.
