RESOLUTION REVOKING MASSAGE
CERTIFICATE ISSUED TO
HWA SUN TENGESDAHL
BE IT RESOLVED by the City Council of the City of Richfield as follows:
1. The City Council herewith finds and determines:
a. Richfield Ordinance Code Section 5.26 prohibits the practice
of massage by anyone. not holding a currently valid certificate from
the City.
b. On or about September 6, 1977, a massage certificate was issued.
to Hwa Sun Tengesdahl for the calendar year 1977.
c. On or about October 14, 1977, a Brooklyn Park police officer,
assigned to the Richfield Public Safety Department, while conducting
undercover surveillance at the Shangri-La Sauna, 2401 West 66th
Street, became involved in an incident with Hwa Sun Tengesdahl. The
report of that incident prepared by the officer involved-has been..
presented at this meeting.
d, On October 20, 1977, Thomas Morgan, the Richfield Public Safety
Director, by letter addressed to Ms. Tengesdahl revoked her masseus e
certificate. The letter, a copy of which has been presented at this
meeting, informed Ms. Tengesdahl of her opportunity to appeal the re-
vocationto the City Council and further informed her of her rights
at any hearing before the City, Council.:
e. On October 31, 1977, Ms. Tengesdahl, through her attorney,
. formally appealed the Director's revocation to the City Council.
f. The matter came on for hearing at the November 14, 1977, Council
meeting, Ms. Tengesdahl was present and was represented by her attorney,
Stewart. R. Perry. She testified on her own behalf and was cross-examined
by the Public Safety Director.
g. 1ne report concerning the October 14, 1977, incident- was offered
into evidence and the officer involved in its preparation, being
present, was cross-examined by the attorney for Ms. Tengesdahl.
h. The information contained in the report appears to the satisfaction
of the Council to be true and uncontradicted by substantial evidence..
i. Upon the basis of all of the evidence adduced at the hearing, the
Council concludes Hwa Sun Tengesdahl did on October 14, 1977, engage
in conduct which- subjects her masseuse certificate to revocation pursuant
to Richfield Ordinance Code Section 5.26., Subdivision 9, paragraph (3)
and (4).

2.~ The Public Safety Director's revocation of the 1977 massage
certificate issued to Hwa Sun Tengesdahl is therefore sustained.
Passed by the City Council of the .City of Richfield, this 14th day
