RESOLUTION N0. 5786
RESOLUTION AMENDING COMMUNITY DEVELOPMENT PLAN
WHEREAS, on August 30,.1977, a major storm occurred in the City of
Richfield, and
WHEREAS, several homes in Richfield were structurally damaged by storm
water, and
WHEREAS, the storm damaged homes have a blighting influence on the
surrounding neighborhood, and
WHEREAS, many structurally storm damaged homeowners are moderate and
low income families, and
- WHEREAS, the City's Community Development-plan provides for rehabilitation,
and
WHEREAS, the HRA Guidelines for Rehabilitation land and grant program
provide that applicants .receive a low interest loan and a grant, and
WHEREAS, the emergency rehabilitation is needed.
NOW, THEREFORE, BE IT RESOLVED that the City of Richfield amend the
Community Development Plan to provide $24,000 for direct grants from the City's
community development rehabilitation appropriation to low and moderate income
families for structural rehabilitation of owner occupied homes with priority
given to homes damaged by the August 30, 1977 rainstorm.
