RESOLUTION N0. 5936
A RESOLUTION PROVIDING FOR THE SUBMISSION
OF THE QUESTION OF AMENDING CHAPTER IV,
SECTION 2.03, OF THE CITY CHARTER RELATING
TO ELECTIVE OFFICERS OF THE CITY; AND
CALLING A SPECIAL ELECTION THEREON
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHFIELD, MINNESOTA, AS FOLLOWS:
1. The Charter Commission of the City of Richfield has, by
Resolution duly adopted on .July 20 , 1978, requested this
Council to submit a proposed charter amendment to the
voters of the City, and it is hereby determined that this
Council is required by law to submit the proposed charter
amendment to the voters.
2. The question of the approval of the charter amendment shall
be placed on the ballot at the regular city election to be
held on Tuesday, November 7, 1978. The polls for the
election shall be opened at 7:00 a.m. and closed at 8:00 p.m.
3. The question of the approval of the proposed charter amend-
ment shall be stated on the ballot in substantially the
following form:
"SHALL SECTION 2.03. OF THE CHARTER OF THE CITY
OF RICHFIELD BE AMENDED TO PROVIDE FOR THE
ELECTION OF THREE MEMBERS OF THE CITY COUNCIL
FROM WARDS AND THE ELECTION OF THE MAYOR AND
ONE MEMBER OF THE CITY COUNCIL AT LARGE, COM-
MENCING WITH THE CITY ELECTION IN 1982?"
INSTRUCTION TO VOTERS: Voters desiring to
vote. in favor of the foregoing proposition
shall make a cross mark (X) in the square
opposite the word YES. Voters desiring to
vote against the foregoing proposition shall
mark a cross mark (X) in the square opposite
the word N0.
4. The City Clerk shall cause notice of said election question
to be given by publication in the official newspaper of the
City along with notice of the City general election once
each week for two successive weeks prior to the date of said
election, and by posting said notice in at least one public
place in each of the voting precincts. Such notice shall
contain the full text of the amendment.

the charter of the City', and the statutes of the State of
Minnesota applicable tolCity elections. The Council. shall
meet at the City Hall on the 13th day of November, 1978, at
7:00 o'clock p.m, for the purpose of canvassing said election
and declaring the results thereof.
Passed by the City Council of the,City of Richfield, Minnesota, this
14th day of August., 1978. ',
