79-6077R91 RESOLUTION N0. 6077 RESOLUTION PROVIDING FOR THE ESTABLISHMENT AND FUNCTION OF AN AD HOC CITIZEN ADVISORY COMMITTEE ON CABLE TELEVISION WHEREAS, the Minnesota Cable Communications Board on Feb- ruary 9,.1979 approved designation of a cable television service territory which includes Richfield, and WHEREAS, designation of a cable service territory enables a community to consider the establishment of a franchise to pro- vide cable television services, and WHEREAS, rules and regulations of the Minnesota Cable Communi- cations Board require that no cable communications franchise may. be awarded, without certain planning. provisions, and WHEREAS, said rules require than an advisory body be estab- lished to make recommendations on cable communications to the franchising authority (i.e. the city council), and WHEREAS, the City of Richfield has, from time to time, found it to be in the best interests of the community to establish advisory committees to serve in designated capacities. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield as follows: 1. There is hereby established a Citizens Advisory Committee on Cable Communications. 2. The committee shall serve in an advisory capacity to the city council. 3. The committee shall be comprised of seven voting members representing a cross-section of the community, male and female, although no persons commercially involved in cable communications activ- ities or other communication media shall serve as members of the advisory body. 4. Non-voting and ex-officio members representing the city council and city staff-shall also participate with and on this committee in accomplishing the assigned tasks. 5. Regular voting members shall be appointed in April, 1979, with service to begin immediately. Termina- tion of service shall occur at such time as the committee forwards a recommendation to the city council regarding the means of satisfying the communi- cation needs of Richfield residents. 6. The purpose of this committee :shall be to review and make recommendations to the Richfield City Council regarding the provision of cable television services within Richfield. ..Thus. task may include, but not be limited',to, the following .activities: a) Review published information, including state and federal statutes, and rules and regulations, regarding cable communications; b) Survey other. area municipalities to determine what they are doing, or what their experience has been, with regard to cable communications; c) Assess the communication needs of Richfield residents, and make publicly available the procedures and results of such assessments; d) Make recommendations to the city council re- garding cable communication needs and desirability for Richfield. 7. Any of the following shall cause the position of a regular member to become vacated: a) Death. b) Disability or failure to serve, shown by failure to attend three consecutive meetings -of the committee without prior notice or per- mission of the committee to be excused; c) .Removal of legal residence from the city; d) Resignation in writing; e) Removal by thee. city council; f) Election or appointment to a public office..
