That the proposed geometric layout of the off-street parking as contained in Off-Street Parking Application No. 80-9, Contract No. 2328 is hereby approved subject to and upon completion of performance of the contract for such off-street parking as hereinafter authorized. 2. That the proposed off-street parking contract for the improvement of said off-street parking, bearing contract No. 2328 be placed on file and that the manager be authorized to sign said contract and the clerk be authorized to seal the same for and on behalf of this city. 3. That the off-street parking operator provide the City of Richfield with Surety in the form of cash, passbook saving withdrawal authority, or performance bond in an amount to be determined by the community development director and city manager; to ensure the off- street parking lot is constructed within the terms and regulations of the Off-Street Parking Agreement. 4. That responsibility for the proper upkeep and maintenance of said Off-Street Parking lot shall remain the responsibility of the off-street parking lot operator in accordance with Ordinance Code 4.05. Bergh, Acting ity Clerk 45A RESOLUTION N0. 6289A RESOLUTION AUTHORIZING THE CITY OF RICHFIELD TO ENTER INTO A CONTRACT WITH HENNEPIN COUNTY FOR ASSESSING SERVICES WHEREAS, the City Council of the City of Richfield has requested the. staff to investigate alternative means of providing for property assessment and appraisal services within the city, and WHEREAS, Minnesota State Law provides that .cities may contract with the county to provide such assessing services,, and ' WHEREAS, state law further describes the responsibilities of the county assessor with regard. to insuring that property assessments are made on an equitable and sound basis for all jurisdictions of property within the county, and WHEREAS, analysis by the city staff indicates that the city may realize substantial financial savings by performing the property assessments functions ~ through a contract with the county rather than continuing to retain in house i staff to provide such services.
