Review of Preliminary 2021 Budget, proposed utility rates, and proposed 2021 city fees.
E X E C UT IV E S UM M ARY:
Staff will present a preview of the status of the 2021 budget and proposed utility rates. I n addition, Council will
be able to review proposed 2021 city fees.
Following the last Council work session Finance Director Regis made several changes to reduce the levy
increase to 5.58%, including reducing expenses and refining revenue estimates.
Staff are proposing a 2% increase for utility rates but do have concerns about the cash reserve level in the
Water Fund which will be discussed at the work session.
Most fees will remain the same or be increased by a cost-of-living adjustment of 3%. Staff are recommending
that some of the housing inspection and rental license fees be increase due to the additional staff time to
provide the services. Staff have prepared a list of proposed fees for your consideration. We will present the
resolution to increase the fees at the September 22, 2020 Council Meeting, along with the proposed budget
and preliminary tax levy. This action is earlier in the budget process in order to provide more time for City
Council to review and to provide better notice to our stakeholders of any planned increases.
Some City fees are set by ordinance, including Fire Department inspection and permit fees and Planning
and Zoning fees. The Fire Department recommends no increase to the inspection, fireworks and fire
prevention permit fees.
Community Development is proposing that the following Planning & Zoning fees (established by ordinance) be
changed for 2021.
Zoning Letter:
Current: $50
Proposed: $65
Zoning letters are frequently requested prior to the transfer of commerc ial and multi-family property. The time
necessary to researc h and prepare a zoning letter is roughly two hours, thus we’ve proposed a revision to
account for approximately two hours of staff time.
Plat:
Current: Preliminary Plat $500, Final Plat $250
Proposed: Combined Preliminary/Final Plat $775
Plat fees have been revised to reflec t actual legal and staff time c osts associated with review of plat
documents.
The ordinance with proposed Planning & Zoning fee increases will also be presented at the September 22
Council Meeting.

RESOLUTION ESTABLISHING 2021 LICENSE, PERMIT AND MISCELLANEOUS FEES
PURSUANT TO THE PROVISIONS OF APPENDIX D OF THE ORDINANCE CODE OF THE
CITY OF RICHFIELD RESCINDING RESOLUTION NO. 11694
BE IT RESOLVED by the City Council of the City of Richfield, Minnesota as follows:
Section 1. - Establishing Fees.
A. License, permit and miscellaneous fees required under the ordinances of the City of
Richfield shall be as stated in the sections of this resolution.
B. A period of no less than 30 days will be allowed for the remittance of City Business
license renewal fees contained in Sections 5, 6, 7, 8 and 9 of this resolution.
C. A 10% administrative surcharge will be assessed upon all renewals contained in Section
5, 6, 7, 8 and 9 of the resolution if not received by the City on or before December 31st
of each year. The 10% surcharge will be based upon the cost of the license.
D. Nothing in this section shall be deemed to require the City to issue or renew any license
for which the fee has not been paid in a timely manner.
