RES~LUTI4N AUTHORIZING THE CITY TO EDTTER INTO A
JOINT AND COOPERATIVE AGREEMENT TO BE KNOWN
AS THE SOUTHWEST SUBURBAN CABLE COMMTSSIQN
WHEREAS, the City of Richfield , has granted a franchise
to Cablesystems-Southwest after having participated in a joint
franchising process together with Cities including Edina, Eden
Prairie, Richfield, Iopkns and Minnetonka; and
WHEREAS, the cable communications system that will now serve
each of the f ive ( 5 ) Cities wil l benefit from a j oint~ and co-

operative effort between the £ties in terms of the ongoing
administration and enforcement; and
WHEREAS, the City Council has reviewed a Joint and Cooperative
Agreement that enables the City to participate together with the
other Cities through a Joint Powers Commission; and
WHEREAS, the City Council finds that a joint and cooperative
effort through a Joint Powers Commission will best .serve the
City in terms of its needs pertaining to the ongoing administration
and enforcement of the cable communications system franchise
granted by it.
NOW, THEREFORE, the City Council of the City of Richfield ,
in a regular meeting assembled, resolved as follows:
1. That the Joint and Cooperative Agreement, attached
to this Resolution, is approved and the Mayor is authorized
on behalf of the City to execute this Agreement and to forward
it to the City Manager of the 'iCity of Edina so that the Joint
Powers Commission contemplated~by the Agreement can be organized

and started.
2. That the City Council Of the City of Richfield
approves the proposed start-up, costs and the proposed method
of budgeting for the balance o',f 1982.
3. That the following persans are designated to serve on
behalf of this City as Directors and Alternates to the Joint
Powers Commi,ss~on
