82-6580RRESOLUTION N0. 6580 RESOLUTION AUTHORIZING REVISIONS OF 1982 BUDGET OF VARIOUS DEPARTMENTS WHEREAS, Resolution Number 6500 appropriated funds for personal services, and other expenses and capital outlays for each department of the City for the year 1982; and WHEREAS, the City Manager has requested a revision of the 1982 budget appropriations in accordance with Charter provisions. 11 NOW, THEREFORE, BE IT RESOLVED by .the City Council of the City of Richfield, Minnesota, as follows: 1. That the 1982 appropriations for the following departments of the General Fund be revised as follows: GENERAL FUND Executive/Legislative Administrative Services Public Safety Community Development Community Services Total AMOUNT $ 6,800 Decrease 20.,000 Decrease 82,300 Decrease 1b,600 Decrease 202,200 Decrease ,5327.,900 Decrease 2. That the 1982 estimated revenues of the General Fund be revised as follows: GENERAL FUND CATV Franchise Fee Intergovernmental Revenue Charges for Services Fines and Forfeits Expenditure Reimbursements Total AMOUNT $ 5,000 Increase 338,362 Decrease 9,500 Increase 20,000 Decrease 21,000 Increase 5322 ~8b2 Decrease BE TT FURTHER RESOLVED that the City Council finds and determines as follows: (a) Reductions anticipated in 1982 City revenues require reductions in the City's 1982 budgeted operating expenses; (b) Such expense reductions can best be accomplished in part, by reductions in City staff; (c) Reductions in staff require the exercise of judgment and discretion in the selection of the positions which can be eliminated with the least detrimental impact upon City services deemed most essential to the public health, safety, prosperity and general welfare; (d) The City Manager has determined that the positions of Engineering Aide in the Engineering Division of the Community Development Department; Environmental Health Manager in the Inspection Division of the Public Safety Department; Community Services Worker in the Park Maintenance DivisIion of the Community Services Department; and Maintenance Foreman iri the Community~Services Department should be and are to be eliminated; and (e) With due regard to the foregoing considerations, the Council concurs in such action eliminating those positions. BE IT FINALLY RESOLVED that~the City Manager and Mayor be authorized to execute an agreement with the Ci y of Bloomington to provide for inspection services and another agreement t4 provide for personal health services.
