RESOLUTION AUTHORIZINGACCEPTANCE OF THEAMERICAN
RESCUE PLANACTFUNDS
WHEREAS, on March 11,2021, President Biden signed the American Rescue
Plan Act(ARPA)into law, providing $1.9 trillion in relief to respond to the novel
coronavirus (COVID-19), includingdisbursementsto the State of Minnesota to be
allocatedto local governments to addressthe impactsofCOVID-19; and
WHEREAS,the City of Richfield(City) initially expected to receive a total of
$3,846,872.00(Allocation) pursuant to ARPA, with the City receiving the first
distribution of $1,923,436 on July 28,2021, andthe remaining balance in 2022; and
WHEREAS,on November 23, 2021, theCity received a secondallocation of
$62,987.23(Additional Allocation) as a resultofthe State of Minnesota distributing
unclaimed ARPAfunds to local governments thatreceivedARPA funds; and
WHEREAS,the Additional Allocation results in the City receiving
$1,986,423.23in 2021 and the Cityanticipatesa second disbursement of the same
amount in 2022, resulting in theCity’sestimated totalAllocation being increased to
$3,972,846.46; and
WHEREAS,the City, in response to the COVID-19 pandemic, has had
expenditures and anticipatesfuture expenditures consistent withARPA andthe
Department of Treasuryadopt guidance regarding the use ofARPA funds.
NOW, THEREFORE,BE IT RESOLVED, bythe City Council of the City of
Richfield, Minnesotaas follows:
That the City Council ofthe City of Richfield hereby acceptsits share of
ARPA funds, and authorizestheCityto administerthe fundsin accordance with the
requirementsofARPAand the Department of Treasury’sguidance.
That the City Council of the City of Richfield hereby authorizes the Mayor
and City attorney to take any actions necessary to receive the City’s share of ARPA
funds from the State of Minnesota.
