83-6843RRESOLUTION NO. 6843 ~- RESOLUTION APPROVING A HOUSING PLAN AND PROGRAPd UNDER MINNESOTA STATUTES, CHAPTER 462C. BE IT RESOLVED By the City Council of the. City of Richfield, Hennepin County, Minnesota, (City) as follows; 1. Minnesota Statutes,. Chapter 4620 (Act) authorizes the City to develop and administer programs of making or purchasing mortgage loans to finance the acquisition and construction of single family housing and multi-family housing within its boundaries for occupancy primarily by persons of low and moderate income as defined by the Act. 2. In accordance with the Act the City has prepared a Housing Plan and Program (Plan) which has. been reviewed by the Housing and Redevelopment Authority of the City (HRA) and such .advisory bodies of the City as deemed advisable by this Council. 3. As permitted by the Ac t, the City has duly adopted an ordinance (Ordinance) which authorizes. the HRA to exercise on `behalf of the City, the powers granted by Sections 46X.01 to 46X.08 of the Act. The Ordinance will become effective on December 16, 1983. ~- 4. A public hearing, properly noticed in accordance with the Act was duly held before the City Council and the HRA on this date, at which time all interested parties were given an opportunity to express their views concerning the. Plan. 5. It is hereby determined to modify the Plan to exclude the Lincoln Hills section of the program element. Hereafter, in this Resolution the word Plan refers to the Plan as so modified. 6. This Council has investigated the facts underlying the Plan, reviewed the contents of the .Plan, duly considered the comments of persons at the public hearing and the opinions expressed by member of the HRA concerning the Plan, and finds and determines: 1) That there is a need for affordable housing in the City for persons of low and moderate income as described in the Plan; 2) That many persons of low and moderate income are unable to secure affordable housing because of high mortgage interest rates and unavailability of mortgage financing; 3) That the goals and objectives of the Plan and the methods outlined in the Plan will have the effect of providing affordable housing to persons of low and moderate income; and _2_ 4~ That the carrying out of the Plan will be in the ~- ~_ best interests of all of the citizens of the City, carry out the City's housing goals, and fulfill the policy and purl~pose of the Act. 7.
