WHEREAS, the City of Richfield, through execution of a Joint
Cooperation Agreement wit:Z Hennepin County, is a cooperating
unit. in the Urban County Community Development Block Grant
Program..
`nkERE~S, the City 3L Richfield has developed a proposal for
the use of -Urban Hennepin County CDBG funds made availaole to
it, and
WHEREAS, the following proposed use of Community Development
Block Grant funds was developed consistent with fprogram rules.
1. Housing Rehabilitation Loans: ~ 81,124.
2. Scattered Site Acquisition:. ~ 75,000.
3• Public Service Projects: ~ 30,715.
4. Recycling: ~ 10,000.
5. General .~dninistration: ~ 10,000.
$E IT RESOLVED, that the City Council of the City of
Richfield, Minnesota approves the proposed use of Year XI Urban
cennepin County Community Development Block Grant :ands and
auth5rizeds submittal. of the proposal to Hennepin County for
consideration by the Citizen Advisory Committee ar.d for
inclusion in the Year XI Urban Hennepin County Community

RESOLUTION ACCEPTING BID FOR
1985 SEAL COATING PROJECT
WHEREAS, pursuant to ar. advertisement for bids for the
improvement of 11.39 miles of roadway ir. Richfield by seal
coating, bids were received, opened and tabu?ated according to
law;
AND, WHEREAS, it appears that Allied Blacktop Co.
of Maple Grove, Minnesota, is the lowest responsible bidder;
NOW, THERErORE, BE IT RESOLVED by the City Council of the-
City of Richfield, Minnesota:
1. The Mayor and City Clerk are hereby authorized and
directed to enter into a contract wits Allied Blacktop Co.
ir. the name of the City of Richfield for the improvement. of
11.39 miles of roadway by seal coating according to the plans
and specifications approved by the City Council and on file in
the office of the City Engineer.
2. Tre City is hereby authorized and directed to return
forthwith. to all bidders the deposits made with their bids,
except that the deposits of the successful bidder and the next
lowest bidder sr all be retained until a contract has beer.

FOR JOINT CLEANING AND RESEALING
WHEREAS, pursuant to an advertisement for bids for joint
clearing and resealing of r.vr.-reinforced concrete pav'emer:t or.
76th Street between Portland Avenue and 12th Avenue, bids were
received, opened and tabulated according to law;
AND, WHEREAS, it appears teat P.N.L., Inc., of Hastings, MN
is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of t'r_e
City of Ricrfield, Minnesota:
1. That the bid of P.N.L., Inc., of Hastings, MN
for construction of tre above-mentioned project wilt
estimated canstructior. cost of $36,51.50 is hereby
accepted;
2. That the Mayor and City Clerk are hereby authorized to
enter into a contract with P.N.L., Inc. of Hastings, MN
in the name of the City of Ricrfield for such
improvement according to the plans and specifications;
3. The City Clerk is hereby authorized and directed to

RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
ORDER?NG ADVERT?SEMENT FOR BIDS
CITY PROJECT N0. 803, LONCFELLOW AVENUE STREET IMPRGVEMENTS
WHEREAS, pursuant to a resolutior. passed by the council on
April 8, 1985 ,. the city er.ginee.r has prepared plans and
specifications for the improvement of Longfellow Avenue, both
Street to 69th Street, by reconstruction, paving, curb ar.d
gutter and drive aprons and to assess the benefited property for
a portion of the cost of the improvement, pursuant to Minnesota
Statutes, Chapter 429, and to overlay with bituminous the
Highway 77 east frontage road, 69th Street to 24th Avenue and
has presented such plar:s and specifications to the council for
approval;
NOW, THEREFORE, BE IT RESOLVED by the City. Council of the
City of Richfield, Minnesota:
1. Such plans and specifications are hereby approved;
2. The city clerk shall prepare and cause to be inserted in
the official newspaper and the Construction Bulletin. an
advertisement for bids upon. the making of such improvement under
such approved plans and specifications. The advertisement shall
be published April 24, 19$5, sr all specify the work tb be done,
shall state teat bids will be received by the clerk until 11:30
a.m. on May 17, 1985 at which time trey will be publicly opened
ir. the council chambers of the city hall by the city clerk and
engineer, will teen be tabulated and will be considered by the
council at 7 p.m. or. Jur•e 10, 1985 ir• the cour•cil chambers and
that no bids will be considered unless sealed ar.d filed wits the
clerk and accompanied by a cash deposit, casrier~s check, bid
bond, or certified check payable to the City of Richfield for
five percent of the amount of such bid..
