RESOLUTION N0. 7019 RESOLUTION ADOPTING ASSESSMENT ON CITY PROJECT N0. 793 198 ALLEY PAVING WHEREAS, pursuant to proper notice duly given as required by law, the city .council has met and heard and passed upon all objections to the proposed assessment for the improvement of the following alleys by concrete paving: Alley Between Clinton and Fourth Avenue Xerxes and Washburn Avenue Xerxes and Washburn Avenue Washburn and Vincent Avenue Augsburg and Garfield Avenue Blais-dell and Nicollet Avenue Grand and Pleasant Avenue Sheridan and Thomas Avenue Bryant and Aldrich Avenue Sheridan and Russell Avenue Sheridan and Russell Avenue Harriet and Garfield Avenue Sheridan and Russell Avenue From 6 th Street 69th Street 67th Street 66th Street 71st Street 72nd Street 68th Street 67th Street 63rd Street 69th Street 66th Street 71st Street 67th Street To 67th Street 70th Street 68th Street 67th Street 72nd Street 73rd Street 69th Street 68th Street Mildred Drive 70th Street 67th Street 72nd Street 6$th Street NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota as follows: 1. That the city clerk has, with the assistance of the city engin$er, calculated the proper amounts to be assessed for City Project No. 793, 198 Alley Paving, against every assessable lot, piece, or parcel of land specially benefited thereby in accordance with the provisions of law, and the proposed assessment so made up was filed with the city clerk for more than 15 days prior to the assessment hearing and was open to public inspection during said period. 2. That the City Council has heretofore duly established City Project No. 793, and after carefully considering all the facts, the benefits to each lot, piece or parcel of land and fully advising itself in the premises, has found and determined and hereby declares that each and every lot, piece or parcel of land included in said proposed assessment roll was improved by reason of the construction of said City Project No. 793 and has been and is specially benefited in the amount set out in the attached assessment roll opposite each such lot, piece or parcel of land. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay whole of the assessment on such property to the city treasurer and he may, at any time thereafter pay to the city treasurer the. entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which 61 -2- payment is made. Such payment must be made before November 15 or interest will be char~ed through December 31 of the succeeding year. ~t. Said assessment is hereby affirmed, adopted, confirmed and shall be certified by the city clerk and filed in the office of the city clerk, and shall. thereupon be and constitute a special assessment for s~id City Project No. 793, Alley Paving. 5. The assessment with accruing interest shall be a lien upon the property included therein, concurrent with general taxes and shall be payable in equal annual installments extending over a period cif twenty years unless prepaid or deferred. The first installment shall be payable on the first Monday in January of 198fi. All assessments shall bear interest at a rate to be determined at the bond sale. 5. The city clerk shall forthwith transmit a certified duplicate of this assessrrient roll to the county auditor to extend on the proper tax 'lists of the county and such assessments and interest ',thereon shall be collected and paid over in the same manner as other municipal taxes.
