RESOLUTION .FINDING NO JUSTIFICATION TO WARRANT
NEED FOR AN ENVIRONMENTAL IMPACT STATEMENT
FOR RICHFIELD LEGION LAKE COMMUNITY PARK
CITY PROJECT N0. 802
WHEREAS, .the City of Richfield has designated Legion Lake as
a community park, and
WHEREAS, an Environmental Assessment Worksheet was prepared
and distributed, and
WHEREAS, the review and comment period for the Environmental
Assessment Worksheet closed on November 20, 1885, and
WHEREAS, all comments received have been reviewed, and
WHEREAS, the Richfield City Council has determined that this
project does not have the potential for significant enviromental
effects based on the following:
1. No substantial adverse change in existing air quality or
noise levels.-
2. No substantial increase in solid or hazardous waste
production.
3. No substantial increase in potential for erosion,
flooding or drainage problems.
~F. No substantial adverse effect on surface or ground water
quality or on wetlands.
5. No removal or destruction of substantial quantities of
vegetation or fauna, substantial interference with the
movement of any resident or migratory fish or wildlife
species, substantial adverse effect on a significant
habitat area or substantial adverse effect on a
threatened or endangered species or the habitat of the
species.
6. No creation of a hazard to human health or safety.
7. No inconsistency or incompatibility with adopted land
use plans, transportation plans, community goals or state
or federal environmental statutes, regulations or rules.
8. No impairment of the character or quality of important
historical, archaeological, architectural or aesthetic
resources.
9. No impairment or destruction of unique geographic areas
such as park 1-ands, prime or unique farm lands, wild and
scenic rivers or ecologically critical areas.
10. No substantial increase in the amount of energy used or
a major change in the type of energy used.

NOW, THEREFORE, BE IT~RESOLVED by the City Council of the
City of Richfield that th Legion Lake community park project.
does not adversely affect physical or man-made environments and
there is no justification'~,to warrant an Environmental Impact
Statement.
