RESOLUTION REFERRING TO THE PLAI~INING COI~L*~IZSSION
A PROPOSAL TO ESTABLISH A C-3 HIGH DENSITY
COMMERCIAL FREEWAY ZONING DISTRICT AND TO
REZONE CERTAIN PROPERTY LOCATED WITHIN THE.
ILN AREA TO SAID DISTRICT
BE ZT RESOLVED BY the City Council of the City of Richfield, Minnesota as
follows:
Section I. Recitals.
I.O1. In 1985 the City Council of the City of Richfield (City)
established a redevelopment project and tax increment financing district
in an area of the city generally located east of I-35W and north of I-94,
known as Interstate Lyndale Nicollet (ILN).
I.02. The purpose of the redevelopment project is to encourage develop-
ment and redevelopment of the ILN area, which area is presently under-
utilized.
I.03. The city staff has proposed to establish a new zoning district
within the text of the zoning ordinance for the purpose of creating
development standards for certain areas of the city which because of
their visibility and proximity to regional arterials can support a high
level of development.
1.04. The city staff also proposes to rezone certain property from its
preseat zoning classification to the newly established zoning district in
recognition of the appropriateness of a high Level of development on such
land.
I.OS. Minnesota Statutes, Section 462.357, subd. 4 permits the city
council to consider an amendment of the text or map of the city's zoning
ordinance only after such matter has been referred to the planning
commission for study and report.
