A RESOLUTION AUTHORIZING CONTRACTS TO PROVIDE HOUSEDOCTORING
SERVICES TO RICHFIELD RESIDENTS
WHEREAS, Housedoctoring is an economical means of increasing
resident comfort, reducing fuel bills, and diverting purchasing
power to the focal and regional economies, and
WHEREAS, the MN Public Utilities Commission has ordered
Minnegasco, Inc. to negotiate with cities for the purpose of the
delivery of conservation services to residents in a timely and.
cost-effective manner, and
WHEREAS,. Minnegasco, has offered to continue a housedoctor
program in Richfield under P.U.C. orders and rules, and
WHEREAS, Richfield capably performed the state's first
housedoctoring program in 1985, and
WHEREAS, 95 of the original goal of 200 housedoctored homes
established by the Richfield Energy Awareness Commission have yet
to be performed, and
WHEREAS, qualified housedoctor contractors based in the Twin
Cities metropolitan area have been identified by the city and are
capable of supplying housedoctor services in the near. and
foreseeable future, and
WHEREAS, the city desires that conservation programs be
delivered to its residents in a timely manner with as much
program continuity as possible.
NOW, THEREFORE, 8E IT RESOLVED BY the City of Richfield,
Minnesota that the City Manager, and Mayor are authorized to
enter into contracts with Minnegasco, Inc., Energy Outfitters,
Inc. and Fitzgerald Contracting, to provide housedoctoring
services to lower-income residents for up to a s~x-month time
period, with possible extensions. ~;
