RESOLUTION NO. 7470
RESOLUTION REGARDING OPERATION
OF SECTION 8 RENTAL ASSISTANCE
PROGRAMS WITHIN RICHFIELD
WHEREAS, since 1975 the Metropolitan Council (Metro HRA) has
operated a program of rental assistance for low income families
and the elderly in Richfield; and
WHEREAS, as of October 7, 1988, Metro HRA's authority to
operate said program will terminate; and
WHEREAS, in order to allow a smooth transition from Metro
HRA to the Richfield HRA (HRA) without jeopardizing those
currently receiving rental assistance, there will be a period of
time following October 7, 1988, in which the Metro HRA will
continue to play a role in providing rental assistance within the
City; and
WHEREAS, pursuant to Minnesota Statutes., Section 473.195
Metro HRA must have authorization from the City Council to
operate any program within the City.
NOM, THEREFORE, BE IT RESOLVED by the City council of the
City of Richfield, Minnesota as follows:
1. Metro HRA is authorized to operate a rental assistance
certificate program in the City through the HRA pursuant to an
agreement acceptable to the HRA.
2. Metro HRA is not authorized to operate a rental assistance
voucher program independent of the HRA's, except for a phaseout
period following the adoption of this resolution not to exceed 90
days or such longer period as the HRA executive director finds is
reasonably necessary to allow transfer of responsibility of the
voucher program from the Metro HRA to the HRA.
8E IT FURTHER RESOLVED by the City Council of the City of
Richfield, Minnesota that this resolution shall not become
effective unless by October 7, 1988, the HRA Executive Director
receives written assurances from the Metro HRA that:
1. On or before November 14, 1988, the Metro HRA shall execute a
contract for administrative services which is acceptable to the
HRA.
2. A Metro HRA executed copy of the contract previously
mentioned is presented to the HRA on or before November 14, 1988.
