89-7591R~1 RESOLUTION NO. 7591 RESOLUTION DECLARING ADEQUACY OF PETITION FOR LOCAL IMPROVEMENT BE IT RESOLVED by the City Council of the City of Richfield, Minnesota, as follows: 1. This Council has this day received a petition from all of the owners of certain property (Property) located at 811- 813 East 66th Street in the City requesting the installation of fire protection facilities (Facilities) in a structure (Building) located thereon and the assessment of the cost of construction against the Property. 2. Facilities to be installed in the Building are described in plans and specifications accompanying the petition. The plans and specifications are on file with the City Clerk. The estimated cost of construction of the Facilities is $13,690. 3. The City is authorized pursuant to Minnesota Statutes Section 429.031, Subd. 3 to construct and install the Facilities and to assess the cost as requested. 4. The Council finds and determines that the petition was signed by all owners of the Property named as the site of the installation of the Facilities. 5. The installation of the Facilities is designated Improvement Project No. 860 and is ordered as proposed. 6. The Mayor and Manager are authorized and directed to execute and deliver the Memorandum of Agreement attached to the petition on behalf of the City. 7'. The Manager is authorized to transfer funds to provide interim financing for said improvements from the Permanent Improvement Revolving (PIR) Fund. 8. The PIR Fund may assume the certified five year special assessment roll upon completion of the project. 9. In accordance with past practices, the City may, at some future date and in the manner prescribed by law, issue and sell general obligation bonds or other obligations to finance in whole or in part the City's cost of construction of the Facilities. 10. The City Clerk is authorized and directed to publish the resolution as required by Minnesota Statutes Section 429.035.
