A RESOLUTION ESTABLISHING A
RICHFIELD COMMUNITY HUMAN SERVICES PLANNING COUNCIL
WHEREAS, the cities of Richfield, Bloomington, Eden Prairie
and Edina have entered into a point and cooperative agreement for
the purpose of conducting regional human service planning
efforts; and
WHEREAS, the South Hennepin Regional Planning Agency
requires that a local advisory group be established for the
purpose of providing local planning direction to a regional
citizens advisory commission; and
WHEREAS, the City of Richfield has not previously
established a commission, committee or other organization which
can provide comprehensive human service planning information and
data.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the
City of Richfield, Minnesota, as follows:
Section 1. The Richfield Community Human Services Planning
Council is hereby established.
Section 2. Purpose. The purpose of the Council shall be to
advise the City Council on issues related to human services. The
Council shall serve as a local human service advisory group in
specific relation to the South Hennepin Regional Planning Agency.
The Council shall work with City staff, other Boards and
Commissions, community organizations, schools and individuals to
assess human service issues and needs within the City. Other
specific responsibilities include:
a. Work with human service liaisons on local planning
issues and work plans.
b. Serve as community resources to the regional office
planning staff.
c. Select two individuals from the Council to represent
Richfield on the regional citizens advisory board.
d. Form subcommittees to work on specific issues bringing
additional members from the community into the planning
process as required.
e. Serve as liaisons to City Council.
Section 3. Membership. The Commission shall consist of not
less than 11 or more than 15 members. Membership shall be
divided into two separate categories, .Board and Commission

Section 7. Officers. The Richfield Community Human
Services Planning Council shall appoint officers as necessary for
the conduct of their business.
Section 8. Rules of Order. The Council shall establish
such rules or procedures necessary for the efficient and
effective conduct of their business.
