RESOLUTION NO. 7919
RESOLUTION APPROVING SPECIAL LEGISLATION
CONCERNING ADVANCE FUNDING FOR THE
77TH STREET PROJECT
BE IT RESOLVED by the City Council of the City of Richfield,
Minnesota as follows:
1. By Laws 1991, Chapter 210, the Minnesota Legislature
approved special legislation allowing the City of Richfield and
the Commissioner of the Minnesota Department of Transportation
(MnDOT) to enter into an agreement under which the City agrees to
advance funding to the Commissioner of MnDOT for construction of
a highway improvement project within the City of Richfield
consisting of a remote frontage road parallel to Highway I494
between Trunk Highway 77 and Highway I35W, providing for a
repayment mechanism and authorizing the City to issue general
obligation bonds for this purpose.
2. Minnesota Statute, Section 645.021 requires that the
City of Richfield approve the special legislation before it
becomes effective.
3. Approval is hereby given by the City Council of the City
of Richfield, Minnesota to the special legislation benefiting
Richfield enacted by the Minnesota Legislature as Laws 1991,
Chapter 210.
4. The City Clerk is authorized and directed to file with
the Minnesota Secretary of State the required certification and a
copy of this resolution stating that Richfield has approved the
special legislation as required by Minnesota ,Statute, Section
645.021, subd. 3, and to take any and all other actions necessary
to ensure the effectiveness of the special legislation.

Minnesota this 28th day of September, 1992.
