elect a nominating committee for tiie Charter Corr~mission officers
for 1~~~. 'fie ~riii also re~ie;~ the work done on the charter by
the subcommittee. The subcommittee tried use t#ie input from
the last se~rerai meetings then the Charter Commission members
~+rere given opportunity to express their concerns about the
method. of replacing Council I+liembers.
These changes include a the method of transition ~~riien a Couticii
I+ltember resigns or iea~es office for any reason before his or her
term ends as ~teii as several other needed changes.

Sec. 2.06.. The Mayor. The Mayor shall be the presiding officer of the
Cauncii, except that the Council shall crioose from its rnernbers a presider~t pro te2Ti
who shall hold office at the gieasure of the Council and shall serve as president in
the Mayor's absence and as Mayor in case of the Mayor's disability or absence fron7
the City. The Mayor shall have a vote as a member of the Council and shall
exercise all powers .and perform all duties conferred and imposed upon the office
byT this Charter, the ordinances of the City and the laws. of the State. The Mayor
shall be recognized as the official head of the City for ail ceremonial purposes, by
the courts far the purpose of serving civil process, and by the governor far r.~e
purpose of martial law. The Mayor shall studjl the operation of the City
Government and shall report to the Council any neglect, dereliction of duty, ar
