The board presented that assessment to the Richfield City Council m 2009 and received their approval as well. Other areas they focused on in 2009 were; determination and presentation of 2008 food safety awards, supported a presentation by Richfield Recreation Services Director regarding a parks tobacco ordinance, received updates and status reports on H1N1 activities/services, actively participated in an application fora Statewide Health Improvement Plan (SHIP) with grant funds being awarded later and participated in psychological first aid training for use in an emergency situation from Bloomington Public Health staff. ARTS COMMISSION The 2009 Year-End Report was given at the November 10 Council meeting. CIVIL SERVICE COMMISSION • Annual meeting as required by State Statutes was held on February 2, 2009. Officers appointed by State guidelines were: President/Chair, Jerry Plagge; Vice President/Philip Mortenson; and Secretary, Marc Sullivan. • Promotions resulting from testing processes approved. by Commission were reported, for the positions of Police Detective, Police Sergeant, Police Lieutenant, and Deputy Director/Deputy Chief. • In July, Commission approved a Police Detective testing process because of a vacancy that occurred by a retirement, and in September the Commission approved the Promotional Eligible Register. • There were only three meetings during 2009. COMMUNITY SERVICES COMMISSION • Discussed the feasibility of a tier-one skate park in Richfield and reached consensus on the recommended location. • Prioritized items for the Capital Improvement Plan and recommended Council approval. • Held regular meetings at several different City facilities to better acquaint members with different park amenities. • Considered options for the redesign of Heredia Park following the construction of the new City Hall and recommended approval of a plan. • Appointed. new and returning members to the Friends of Wood Lake (FOWL) Board. • .Recommended approval of revisions to the Public Works Diseased Tree Removal Policy. • Hosted the Stormwater Pollution Prevention Program annual public meeting. • Discussed various proposed revisions to the park ordinances within the City Code. • Discussed the results of an Arterial Street Study of Richfield. • Provided feedback on the Richfield Parkway Concept Plan: • Recruited members of the CSC to serve on groups to consider policies and plans for Veterans Memorial Park and for the selection of new play equipment at Lincoln Athletic Complex. The CSC appointed liaisons and members to, and received regular reports from, the following groups: • City Hall Task Force • Lincoln Fields Planning Team • Planning Commission • FOWL Board • Transportation Committee • Honoring All Veterans Memorial, Inc. - In the coming year, the CSC will • Prioritize capital improvement items. • Maintain direct involvement with the aforementioned task forces. • Continue to provide feedback and direction to City staff and recommendations to the City Council. • Make a final recommendation regarding revisions to the park ordinance.- ' 12/30/09 FRIENDSHIP CITY COMMISSION Our Friendship City is Heredia, Costa Rica. It is a first ring suburb of San Jose, the capital of Costa Rica. There are many similarities between the two communities. Both are close to major metropolitan areas with sports, culture, education and many natural physical attractions. The two cities are about the same size and both function as unique and viable entities. Groups from both cities have visited each other, generally being hosted by local families in each community. We learn from them and they learn from us. An invitation was sent to Heredia to attend our Centennial celebrations. Three ladies from their City Council did join us. We were able to find hosts, translators and arrange with city staff and others to show: our visitors how our city and community is made to work. Hopefully they returned to Heredia with ideas and concepts that will help them as they also strive to make their city and community the best it can be. • The Friendship City Commission works.within our community to promote local understanding of our counterpart. We have prepared picture boards for display at the Community Center and at the Augsburg Library. There is a booth at Cattail Days every year where we give away free Costa Rican coffee and display items of interest from their culture. • As a commission we are looking. in other avenues to promote good will and understanding between our two cities. An idea that came to our,commission recently was to promote pen-pals in Richfield schools ` matching our students with students of a school in Heredia. • In January of 2009 an area close to Heredia experienced a damaging earthquake. Over 100 individuals lost their lives. The commission and others raised $1400 to help with relief. The money is being used to help rebuild a school in Vera Blanca, very near the eathquake's epicenter. • In 2010 we will be planning and preparing in 2011 to visit Heredia and other points of interest in Costa Rica. We hope to stay with host families, experience the Costa Rican culture and make and renew old friendships. We are very short of members for this commission and welcome anyone who has ideas for and is willing to help promote and extend the hands of friendship. HUMAN RIGHTS COMMISSION Awarded Gene & Mary Jacobsen recognition to former teacher and active citizen Terry Bumgarner in June of 2009. The recipient of the above award always rides in the Fourth of July parade; however, this year's recipient chose not to participate in the parade. Therefore, the Human Rights Commission was not a part of the 2009 parade. During the past year, the Commission has lost several Commissioners and has been operating with only three members actively attending the monthly meetings. PLANNING COMMISSION • Completed regular review of zoning applications for a variety of local developments and projects including: • Review of site plans and conditional use permits for both new businesses and existing businesses proposing changes (including 7524 Lyndale Ave, 6601 Portland Ave, Lincoln Park ball fields and 7132 Portland Ave). " • Review of a number of items related to the City's SCADA System and other telecommunication installations at the City's water towers. • Review of sites proposed for the construction of new, affordable single family homes (including 7408 Sheridan Ave and 7338 Queen Ave). • Held a number of public hearings regarding proposed changes to the City's zoning ordinances. Amendments related to antenna, tower and lighting standards; changes to regulations for small sites within the Mixed Use -Community District; regulations related to construction in the aii=craft impact areas and .more. • Final review of the Penn Avenue Master Plan, creation of a Penn Avenue Overlay District and the rezoning of parcels within the Corridor. • Attend annual joint meeting of Bloomington, Edina and Richfield Planning Commissions. • Continued to sponsor work sessions regarding issues of interest, including the Penn Avenue Corridor, the City's various housing programs and discussion of ongoing and upcoming transportation projects. 12/30/09 TRANSPORTATION COMMISSION Planning Studies Safe Routes to School The City was granted $50,000 in Federal Safe Routes to School funds to explore ways to improve walking and biking for students to and from school. Held a public meeting and worked with .the school district to complete a safe routes plan. The study was completed in August 2009. The plan will allow the city to apply for implementation money if the program is continued. Arterials Design Study • The Commission worked with the City's consultant Howard R. Green to determine viable options for the City's major corridors. Multiple open houses were held in 2009 to gain input from residents. The Commission ultimately recommended 4-to-3 lane conversions on the arterial streets through the city. Regional and Neighborhood Coordination ~ < • Had Metro Transit update the Commission on the I-35W Bus Rapid Transit plan • Attended four Edina meetings on West 70th Street that led to a recommendation to redesign the roadway. Monitored construction progress of the 35W/62 Crosstown Highway Project. • Gained insight on the I-35W/I-494 Interchange Design Study with a presentation by Mn/DOT. • Invited a speaker from the Edina Bike Task Force to talk about possibly forming a bike task force in Richfield. • Invited Mn/DOT staff to discuss the recent I-35W and TH-77 Urban Partnership Agreement projects. 66th Street & Richfield Parkway • Consideration of alternative alignments for Richfield Parkway south of 66th Street. Held public meetings on both Richfield Parkway and 66th Street improvements. Implementation Stop Sign Policy • Completed 2/3rds of the implementation of the new stop sign policy and collected preliminary speed and traffic data for before and after areas. Lyndale Avenue Bridge over I-494 • Monitored the early completion of the new bridge. • Enjoyed the ribbon-cutting ceremony on October 30, 2009. Federal Grants • Selected a consultant to design the projects covered by two Non-Motorized Transportation Pilot Program grants that were received in 2008. The projects will include a bike path along TH-62/I-35W from Penn Ave. to 66th Street as well as north-south on-street bike routes on the west and east sides of the city. Construction should occur in 2010. • Recommended the submittal of both the Portland Avenue reconstruction and 66th Street East reconstruction for competitive federal funding. 12/30/09
