RESOLUTION SUPPORTING THE 7636 CEDAR AVE SOUTH
PHASE 1 ENVIRONMENTAL SITE ASSESSMENT
WHEREAS, the City of Richfield's Comprehensive Plan promotes an integrated
transportation system that will serve the future needs of its residents, businesses, and
visitors; as well as supports the City's redevelopment plans to complement the
metropolitan transportation system; and
WHEREAS, the 77th Street Underpass will connect 77th Street east and west of
Trunk Highway (TH) 77 (Cedar Avenue) to eliminate a gap in the minor reliever network,
and the project will connect Bloomington and Longfellow Avenues and address regional
traffic issues on the 1-494 corridor through Richfield and Bloomington; and
WHEREAS, the property located at 7636 Cedar Ave S was purchased in early 2019
as part of the 77th Street Underpass project's right-of-way acquisition; and
WHEREAS, as the 77th Street Underpass has moved toward completion of final
design, it has been determined that the 7636 Cedar Ave. S. property will be used for an
underground stormwater system; and
WHEREAS, a Phase 1 Environmental Site Assessment will help identify any
unknown risks prior to construction; and
WHEREAS, the Phase 1 Environmental Site Assessment will be paid by Hennepin
County through their Minnesota Brownfield Gap Financing Program which issues modest
grants to nonprofits for environmental assessment and clean-up of property in Hennepin
County.
NOW, THEREFORE, BE IT RESOLVED, that the City of Richfield approves the
next steps of environmental investigation of the 7636 Cedar Ave South site in Richfield,
Minnesota. Those steps will include a Phase 1 Environmental Site Assessment. Richfield
will apply for funding through Minnesota Brownfields' Brownfield Gap Financing program
which is funded with an Environmental Response Fund grant from Hennepin County
Environment and Energy Department.
Adopted by the City Council of the City of Richfield, Minnesota this 12th day of
November, 2019.
