09-10 Resolution No. 11648 RESOLUTION NO. 11648 RESOLUTION SUPPORTING THE SUBMITTAL OF AN APPLICATION TO THE CONGRESS FOR THE NEW URBANISM FOR A 2020 CONGRESS LEGACY PROJECT WHEREAS, the City of Richfield (the "City") is a city located within the Twin Cities area and is therefore eligible to apply for the Congress Legacy Project; and WHEREAS, the City has identified certain property for redevelopment and revitalization in an area surrounding Portland Avenue and Interstate 494 ("Portland Gateway); and WHEREAS, current roadway and pedestrian infrastructure in this area is an impediment to economic development, private investment, job growth, and also to public safety; and WHEREAS, this area is home to many historically underrepresented and underserved residents and has been identified by the Metropolitan Council as an Area of Concentrated Poverty where 50% or more of residents are people of color; and WHEREAS, this area is anticipated to be the focus of major roadway and transit projects in the near future; and WHEREAS, the City has identified this area as a location in which there is a great opportunity to create a safer and more vibrant neighborhood; and WHEREAS, the City has identified the City of Bloomington as a critical partner to revitalization work within this project area; and WHEREAS, the City recognizes the need for, and benefit of, additional study of this area to support investment, improved connections, and an enhanced tax base; and WHEREAS, the City is committed to participating fully in the Congress Legacy Project via matching funds, staff time, meeting accommodations, publicity, public outreach, and other support; and. NOW, THEREFORE BE IT RESOLVED, that the City Council supports and otherwise affirms the submittal of joint application with the City of Bloomington for the Congress Legacy Project administered by the Congress for the New Urbanism and authorizes the Mayor and City Manager to execute any agreements as are necessary to implement the project on behalf of the applicant.
